Regulatory Product Filing Team

Full Time
Boston, MA or Springfield, MA
The Opportunity
As a Regulatory Product Filing Consultant, you will own complex regulatory filing work for MassMutual product lines, including life insurance, annuities, disability insurance, and worksite products. You will independently prepare, complete, and document filings through SERFF or comparable regulatory filing platforms, while drafting complex contract forms, riders, endorsements, communications, and filing materials for state insurance departments and the Interstate Insurance Product Regulation Commission (Compact).
This role is designed for an experienced regulatory filing professional who can lead work across ambiguity, translate regulatory requirements into practical filing strategies, and partner with cross-functional stakeholders to support timely, accurate, and well-documented submissions. You will serve as a subject matter resource for complex filing practices and regulatory issues, help resolve objections and comments from regulators, and contribute to projects that strengthen filing quality, records management, and operational readiness.
You will have meaningful ownership of filing activity and related processes, including the ability to influence wording, manage timelines, coordinate amendments, and guide business partners through filing requirements. You will also have the opportunity to mentor junior team members and support broader team initiatives such as prospectus review, policy print review, information management, and updates connected to product or fund changes.
The Team
The Regulatory Product Filing Team supports the regulatory filing needs of multiple MassMutual product lines and plays a key role in connecting product development, contract drafting, regulatory approval, print production, and records management. The team partners closely with Law, Actuarial, Product Development, Compliance, Print Production, and other internal business areas to move filings from concept through approval and implementation.
This is a collaborative, detail-oriented team that values accuracy, accountability, practical problem solving, and strong working relationships. The work is varied and often time-sensitive, requiring thoughtful coordination with internal partners and external regulators. You will join a team that supports each other, shares knowledge, and continuously looks for ways to improve filing processes and documentation.
The Impact
  • Lead complex insurance product filings from planning through submission, amendment, monitoring, approval, and documentation using SERFF or comparable platforms; your work helps products move through regulatory review in a timely, accurate, and audit-ready manner.
  • Draft, review, and coordinate complex policy and contract forms, riders, endorsements, filing communications, and related materials; your work supports clear, compliant product documentation and helps business partners resolve wording and implementation questions.
  • Research, analyze, and interpret regulatory requirements, state-specific guidance, bulletins, and filing practices; your analysis helps the team identify filing risks, support decisions, and translate requirements into practical solutions.
  • Serve as a primary point of contact for regulator questions, objections, and comments; you will coordinate responses, amendments, and internal review so that objections are addressed professionally and with appropriate accountability.
  • Partner with Law, Actuarial, Product Development, Compliance, Print Production, and other business areas to align filing content, timelines, and expectations; your collaboration helps reduce rework and supports successful approvals and implementation.
  • Maintain organized records of filing activity, approvals, objections, status updates, and related communications; your documentation supports compliance tracking, risk management, records retention, and management reporting.
  • Contribute to team and department projects such as illustration filings, fund update filings, annual report filings, policy print review, prospectus review, form database work, records management, archive transfer, online folder management, specimen requests, and other information management initiatives.
  • Act as a technical resource and mentor for less experienced team members by sharing regulatory filing knowledge, reviewing complex questions, and helping strengthen team practices and consistency.

The Minimum Qualifications
  • Bachelor's degree.
  • 5+ years of experience in the insurance industry, regulatory filings, contract filing, product compliance, or product development support

The Ideal Qualifications
  • Master's degree or advanced insurance, compliance, legal, regulatory, or financial services coursework.
  • 8+ years of experience with insurance product filings or regulatory filing work for life insurance, annuities, disability insurance, worksite products, or comparable financial services products.
  • Advanced knowledge of SERFF, Compact filings, state insurance department filing practices, regulatory objections, amendments, approvals, and filing documentation standards.
  • Demonstrated experience leading complex filing projects, including coordinating timelines, resolving issues, aligning stakeholders, and documenting outcomes.
  • Experience interpreting statutes, regulations, bulletins, filing guidance, or regulator feedback and converting requirements into clear filing actions or product wording updates.
  • Strong technical writing skills, including experience drafting regulatory responses, objection responses, filing memoranda, contract provisions, or related communications.
  • Ability to balance timeliness and accuracy while managing multiple priorities, deadlines, jurisdictions, products, and business partner needs.
  • Experience supporting records management, specimen requests, policy print review, prospectus review, fund updates, annual report filings, illustration filings, or filing operations improvement projects.
  • Working knowledge of Microsoft Office Suite, Adobe, SharePoint, and collaboration tools used for filing documentation, reporting, and records management.
  • Leadership behaviors that strengthen the team, including mentoring, knowledge sharing, sound judgment, accountability, and collaborative problem solving.
