Job Summary
Leads, coordinates and implements a broad range of evaluation projects across Community Health and Education team. These projects support the implementation of CHHS strategic plans, annual goals and objectives. The projects and initiatives are expected to be diverse in nature and require the Project Manager to adapt their style based upon the needs of the project. This position provides project support to multiple projects at one time and must demonstrate mature judgment in managing multiple simultaneous projects as well as knowledge and expertise in best practices and innovative approaches to evaluation of prevention-based community programs.
Essential Functions

  • Coordinates assigned evaluation projects, including identification of project teams, participation on and/or leadership of project team, and documentation of project progress.

  • Working in alignment with strategic goals and objectives and with leadership team, establishes and evaluates standards and annual evaluation initiatives. Revises evaluation initiative as appropriate to meet changing needs and requirements.

  • Coordinates and conducts data gathering with community members/program participants using culturally responsive evaluation practices, in person or virtually.

  • Researches best practices and innovative approaches to evaluation efforts related to prevention-based community programs. Regularly assesses programs and services throughout department to ensure appropriate levels of evaluation efforts are being implemented.

  • Serves as a consultative resource for department from development to program implementation phases to ensure adherence to evaluation best practices and integration into overall department evaluation plan. Provides recommendations and evaluates progress for continued improvement.

  • Establishes, tracks and monitors regularly scheduled department-wide reports such as balance score card.

  • Maintains current relationships as a liaison between the Community Health department and key community partners and stakeholders. Establishes and maintains evaluation partnerships with academic institutions.

  • Works in partnership with CHHS departments related to fund development opportunities by supporting grant development and writing along with presentations as requested.

  • Actively participate in the development of communication tools including but not limited to briefings, papers, PowerPoint and poster presentations to disseminate results and findings.

  • Effectively communicates relevant project information to program leaders. Resolves or escalates issues outlining recommendations in a timely fashion.

Education:

  • Bachelor's Degree in research, evaluation, education or related field. Required

Experience:

  • 5+ years experience in program evaluation and research, specifically in the areas of diverse and underrepresented populations. Required

  • Requires demonstrated experience in planning, consulting or project management. Required

  • Requires demonstrated leadership experience in, or capacity to manage, cross-functional work teams with no direct reporting relationship. Required

Knowledge, Skills and Abilities

  • Skilled in the use of the following behavioral competencies: Problem solving, Organizing, Drive for Results, Presentation Skills, and Interpersonal Savvy.

  • Change agent demeanor, must be a flexible thinker with an ability to quickly adapt to a changing environment.

  • Demonstrated ability to utilize Microsoft applications and other software to create, maintain, analyze, and produce required tracking mechanisms, reports and presentations.

  • Demonstrated ability to partner with formal and informal leaders to move projects forward, reducing barriers.

  • Independent judgment with strong analytical and critical thinking skills to problem solve, make decisions, formulate reports, perform statistical analysis, and interpret statistical data.

  • Strong interpersonal, organizational, communication and presentation skills to facilitate diverse project teams and present recommendations.

  • Ability to maintain a high level of confidentiality when exposed to matters pertaining to a wide variety of organizational issues.

Skills Required

  • Bachelor's degree in research, evaluation, education, or a related field
  • At least 5 years of experience in program evaluation and research, particularly with diverse and underrepresented populations
  • Demonstrated experience in planning, consulting, or project management
  • Demonstrated leadership experience or ability to manage cross-functional teams without direct reporting relationships
  • Proficiency with Microsoft applications and other software for tracking, reports, analysis, and presentations
  • Strong analytical and critical-thinking skills, including statistical analysis and interpretation of statistical data
