Position Summary

WiredPeople is seeking an experienced and results-oriented Project Manager to join its Project Management Office (PMO) based in Oklahoma City.

Operating within the agency's PMO, the Project Manager will direct, coordinate, implement, execute, and close out technology and operational projects ranging from medium to extra-large complexity. A successful candidate will lead cross-functional teams, manage vendor deliverables, drive operational efficiencies, and ensure initiatives are delivered on time, within scope, and within budget. 
This position is a full time position with a work schedule of 40 hours per week, flexibly scheduled within standard agency operational hours (7:00 AM to 6:00 PM, Monday through Friday). This role will also have a hybrid work arrangement requiring a minimum of three (3) days onsite per week in Oklahoma City. Additional onsite days may be required depending on project life cycle milestones and leadership directives.

Key ResponsibilitiesEnd-to-End Project Execution
  • Lead and manage medium to extra-large complexity projects through all phases of the project life cycle, adhering to standard project management frameworks (Waterfall, Agile, and Hybrid).

  • Define and manage scope, project charters, work breakdown structures, baseline schedules, budgets, risk registers, and communication plans.

  • Develop, monitor, and deliver comprehensive project status reports and key performance indicators (KPIs) to the PMO dashboard and executive stakeholders.

  • Facilitate change management practices in alignment with agency policies and PMO governance standards.

Vendor & Stakeholder Management
  • Serve as the primary liaison between internal business units, technical subject matter experts (SMEs), executive leadership, and external partners.

  • Manage vendor relationships, contract milestones, deliverables, and service-level agreements (SLAs); identify bottlenecks, remove blockers, and escalate critical issues proactively.

  • Oversee contract processes from procurement/initiation through final acceptance and closeout.

Resource & Governance Management
  • Forecast, acquire, and allocate cross-functional resources to ensure project goals are met efficiently.

  • Ensure all deliverables and project processes strictly comply with federal, state, and agency guidelines, data standards, and security mandates.

  • Perform routine gap analyses, root cause analyses, and post-implementation reviews to provide actionable recommendations for continuous improvement.

  • Lead and facilitate multi-stakeholder workshops, planning sessions, and working groups requiring independent, objective facilitation.

Qualifications & SkillsRequired Qualifications
  • Methodology Expertise: Proven experience managing projects across Waterfall, Agile (Scrum/Kanban), and Hybrid delivery models.

  • Standards & Frameworks: Thorough understanding of and practical experience applying the Project Management Institute’s (PMI) Project Management Body of Knowledge (PMBOK®) Guide and standards.

  • Tools & Technology: Hands-on proficiency with Microsoft Project and standard project tracking/reporting suites (e.g., SharePoint, MS Office 365, Teams).

  • Communication & Facilitation: Exceptional verbal and written communication skills, with demonstrated ability to interface professionally across all organizational levels, from technical teams to executive leadership.

  • Analytical & Problem-Solving: Demonstrated capability in critical thinking, gap analysis, root cause discovery, and high-stakes decision-making.

  • Organization: Outstanding organizational abilities, rigorous attention to detail, and a track record of handling multiple complex priorities simultaneously.

Preferred Qualifications
  • Active Project Management Professional (PMP®) or PMI-ACP certification.

  • Previous experience managing IT, enterprise software implementation, or digital transformation projects within state government, public sector, or public health agencies.

  • Experience navigating state procurement, vendor contract administration, and public health data systems.

Skills Required
