TITLE: Project Manager I (Change Order)

SUMMARY

The Project Manager I (Change Order Focus) identifies and quantifies schedule impacts from scope changes, works with engineering and production to provide mitigation plans as well as works with estimating to ensure the full scope of change is captured from a cost perspective. This role collaborates with project managers to ensure modifications are contractually implemented.

The Project Manager evaluates the overall impact of these changes, works with internal teams and customers to define and document the appropriate change, and manages the process through approval and implementation. Approved changes are incorporated into the project plan and communicated to appropriate stakeholders to maintain alignment and prevent unauthorized scope creep.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Proactively identifies potential changes to project scope, customer requirements, specifications, drawings, design, schedule, deliverables, or other project conditions that may require a formal change order.

  • Recognizes and addresses potential scope creep before additional work is performed without appropriate evaluation and authorization.

  • Evaluates proposed or identified changes to determine potential impacts to project cost, schedule, resources, engineering, manufacturing, procurement, quality, testing, and contractual commitments.

  • Coordinates with Engineering, Manufacturing, Purchasing, Quality, Finance, and other applicable stakeholders to evaluate and quantify the technical, financial, and schedule impacts associated with proposed changes.

  • Develops and coordinates change-order documentation that clearly defines the requested or required change, justification, associated costs, schedule impacts, risks, revised deliverables, and other contractual impacts.

  • Communicates change-order requirements and impacts to customers and internal stakeholders and supports the change-order process from initial identification through customer review, approval, implementation, and project close-out.

  • Ensures approved changes are appropriately incorporated into project schedules, budgets, forecasts, drawings, specifications, procurement activities, manufacturing plans, and other applicable project documentation.

  • Maintains appropriate documentation and traceability of pending, approved, and rejected project changes throughout the project lifecycle.

  • Proactively identifies risks associated with changes in scope, requirements, design, customer expectations, cost, schedule, or resources and evaluates their potential downstream impact on overall project performance.

  • Monitors cumulative project changes and evaluates their potential impact on overall project budget, schedule, profitability, quality, and customer commitments.

  • Escalates significant scope, cost, schedule, quality, or contractual risks to the Program Manager and other appropriate stakeholders in a timely manner.

  • Clearly communicates the implications of customer-requested changes before commitments are made or additional work is performed whenever practicable.

NO SUPERVISORY RESPONSIBILITIES

This position has no direct supervisory responsibilities; however, direction may be provided to Project Coordinators, Quality Assurance and Engineering personnel, and shop personnel. Direction is provided in the spirit of organizing and prioritizing the tasks required to complete projects on time and within budget.

EDUCATION AND/OR EXPERIENCE

  • Bachelor’s degree in manufacturing, engineering, or a related discipline with at least two years of experience leading projects/programs.

  • Must have experience managing complex projects with budgets greater than US $100,000.

  • Experience managing project scope, change orders, project risks, budgets, and schedules strongly preferred.

  • Experience evaluating the cost and schedule impacts of customer, technical, or contractual changes preferred.

  • Prefer experience with Government programs/projects and/or experience with nuclear or NQA-1-related programs/projects.

SKILLS AND ABILITIES

  • Strong organizational and time-management skills with the ability to handle multiple projects and assignments.

  • Ability to manage teams through influence rather than absolute authority.

  • Ability to define problems, collect and analyze relevant data, and develop solutions to overcome project challenges.

  • Strong attention to detail.

  • Strong understanding of project scope management and the ability to distinguish between contracted requirements and additional or changed scope.

  • Ability to identify potential change-order opportunities or requirements and evaluate their financial, schedule, resource, technical, and contractual impacts.

  • Ability to interpret statements of work, contracts, specifications, drawings, and other project documentation to determine project requirements and scope boundaries.

  • Capacity to embrace change and quickly adapt to new situations, changes in direction, and altering priorities.

  • Ability to read and interpret mechanical and electrical drawings and bills of materials.

  • Ability to read and interpret a variety of technical specifications, government regulations, and quality requirements.

  • Experience working in a custom equipment fabrication or project-based business with percent-complete and earned-value accounting preferred.

  • Experience with government contracts preferred. Experience with CAS Compliance, FAR, DFARS, and GSA preferred.

  • Proficient in Microsoft Office tools, especially MS Project and Excel.

  • Familiarity working within an ERP or MRP system is preferred.
