The Role

Coho Consulting Group is seeking an experienced Project Manager with a background in Federal Human Resources, specifically in the areas of classification, hiring, and recruitment to support a federal customer with the cradle-to-grave hiring process.  The scope of the contract is to provide HR Specialists, with recruiting, staffing and classification expertise. As well as experience participating in strategic recruitment discussions, creating assessments and job announcements, creating certificate lists, conducting job analysis and classification, documenting processes and procedures in policy and process documents, and collaborating with hiring managers, administrative officers, and other HR Specialists. A critical element of success in the role is managing the team to build enhanced trusted relationships between the customer and the HR staffing teams.

The Project Manager will report to the Program Manager. The customer is in Alexandria, VA, however, the position is primarily remote.

Responsibilities (include but are not limited to):

  • Manage a team of HR Specialists that support its customer-dedicated, “cradle-to-grave” hiring process from receipt of the request for a personnel action to the date the new hire enters on duty (EOD).
  • Manage the performance of employees in a manner that does not impede the progress of staffing, recruitment, and classification actions.
  • Provide oversight of the performance of its employees, notifying the COR of the work schedules and planned and unplanned absences, and seek input from Government representatives on the timeliness and quality of deliverables, and support the government with current and emergent requirements for HR Specialist support service. 
  • Provide monthly Workload/Status Report: provide accurate and complete data concerning activities and performance. The report shall summarize the workload speed, accuracy, volume, completion, and any obstacles encountered during the previous month. Seek input from Government representatives in preparing the monthly report.
  • Attend HRD training and other relevant training, as needed.
  • Provide new employee training as needed for onboarding HR Specialists.
  • Work with the HRD to support all aspects of this PWS including: providing a staffing plan and promptly addressing specific job performance issues.
  • Oversee the overall management and life cycle of the program; define program controls, processes, procedures, and reporting; plan the overall program and monitor progress and performance; lead program risk management and monitoring and budget management and monitoring.
  • Support the Program Manager with Coho CG reporting requirements.
  • Provide surge staffing support to the HR Specialist when needed.
  • Participate in customer production meetings (multiple per week) to support the TTH model.
  • The team is responsible for meeting the Secretary of Defense mandated 60-day TTH model for GS-15 and below civilian hiring in OSD.

Essential Job Requirements:

  • Clearance:
    • Secret
  • Education:
    • Bachelor’s or Master’s degree in Information Systems, Engineering, Business, Education, Management Sciences, Psychology, Human Resources Development/ Management, or Communications.
  • Required Experience:
    • Minimum of 5 years’ contract and government program management experience.
    • Minimum 5 years of experience supervising work related to the requirements to providing cradle-to-grave recruiting, staffing, and classification services.
    • Understanding of the cradle-to-grave hiring process.
    • Strong leadership and motivation skills.
    • Ability to manage multiple teams and objectives simultaneously.
    • Expertise in using USA Staffing.
    • Expertise in using DCPDS.
    • Executing OPM Hiring Model.
    • Experience with employee performance monitoring and management.
  • Preferred Experience:
    • Minimum of 3 years of experience using data and metrics to drive improvements.
    • Familiarity with 60-day Hiring Models.
    • Experience with Hiring Process Improvement.
    • Workload Planning and Management.
    • Experience managing subcontractors.
    • Experience working with the Washington Headquarters Services or Department of Defense.
    • Local to the DMV preferred.
