Position Summary

SOCAR-KBR is seeking an experienced Project Manager to lead the successful delivery of Engineering, Engineering & Procurement (E&P), EPCM (Engineering, Procurement and Construction Management), and PMC (Project Management Consultancy) assignments within the energy, petrochemicals, infrastructure, and industrial sectors.

The Project Manager will be responsible for the overall planning, execution, control, and delivery of projects in accordance with contractual requirements, safety expectations, quality standards, schedule commitments, and financial objectives. The role requires strong leadership and stakeholder management skills, with the ability to operate effectively in multicultural and client-facing environments.

Experience delivering projects within Azerbaijan, the Caspian region, Central Asia, Türkiye, or the Middle East is highly desirable. Knowledge of the Azerbaijani language and/or Turkish language will be considered a significant advantage.

Key Responsibilities

Project Leadership & Delivery

  • Lead multi-discipline engineering, procurement, EPCM and PMC projects from initiation through close-out.
  • Establish project execution strategies, delivery plans, and organizational structures.
  • Develop and maintain project objectives aligned with client requirements and business goals.
  • Ensure projects are delivered safely, on schedule, within budget, and to the required quality standards.
  • Provide leadership to engineering, procurement, project controls, construction management, and specialist teams.

Client & Stakeholder Management

  • Serve as the primary point of contact for clients and key stakeholders.
  • Build and maintain strong relationships with client project teams, partners, contractors, and regulatory authorities.
  • Lead project review meetings, progress presentations, and executive reporting sessions.
  • Manage client expectations and proactively identify and resolve project issues and concerns.

Commercial & Contract Management

  • Ensure compliance with contractual obligations and project governance requirements.
  • Monitor project financial performance, including budgets, forecasts, earned value, invoicing, and cash flow.
  • Identify commercial risks and opportunities and implement appropriate mitigation actions.
  • Support contract negotiations, change management processes, and claims avoidance initiatives.

Engineering & Procurement Oversight

  • Provide leadership and direction to multi-discipline engineering teams.
  • Ensure engineering deliverables are produced in accordance with project schedules and quality requirements.
  • Oversee procurement strategies, vendor management, expediting activities, and material delivery plans.
  • Coordinate interfaces between engineering, procurement, construction, and commissioning activities.

EPCM / PMC Services Management

  • Manage owner's engineer, PMC, and EPCM teams acting on behalf of clients.
  • Monitor contractor performance against agreed KPIs and contractual obligations.
  • Ensure robust project controls, risk management, and reporting systems are implemented.
  • Support project assurance, governance reviews, and project health checks.

Project Controls & Risk Management

  • Ensure effective implementation of project controls systems for planning, scheduling, cost management, risk, and reporting.
  • Review and challenge project schedules and cost forecasts.
  • Lead risk identification workshops and ensure mitigation plans are effectively implemented.
  • Monitor project performance and implement corrective actions when required.

Health, Safety, Security & Environment (HSSE)

  • Demonstrate visible leadership in safety and promote a strong HSSE culture.
  • Ensure compliance with KBR and client HSSE standards and procedures.
  • Lead incident prevention initiatives and support investigations where required.
  • Promote safe-by-design and operational excellence principles.

Team Leadership & Development

  • Lead and develop high-performing project teams.
  • Manage resource planning and workforce requirements across project phases.
  • Conduct performance reviews, mentoring, and coaching of project personnel.
  • Foster a collaborative and inclusive working environment.

Proposals

  • Support proposal development, tender preparation, client engagement activities

Required Qualifications

  • Bachelor's Degree in Engineering or a related technical discipline.
  • Minimum 10–15 years of project delivery experience within the oil & gas, petrochemical, energy, or industrial sectors.
  • Minimum 5 years in a Project Manager or senior project leadership role.
  • Demonstrated experience delivering Engineering, E&P, EPCM, PMC, or EPC projects.
  • Strong understanding of project management principles, project controls, and commercial management.
  • Experience managing multidisciplinary teams and complex stakeholder interfaces.
  • Excellent leadership, communication, negotiation, and problem-solving skills.
  • Fluent in English (written and verbal).

Preferred Qualifications

  • Previous project experience in Azerbaijan, Caspian Region, Central Asia, Türkiye, or the Middle East.
  • Experience working with major international operators such as SOCAR, bp, Total Energies, ADNOC, Saudi Aramco, or similar organizations.
  • Knowledge of Azerbaijani regulatory requirements and local industry practices.
  • Fluency in Azerbaijani and/or Turkish is a plus
  • Chartered Engineer, PMP, APM, IPMA, or equivalent professional certification.
  • Experience in brownfield and greenfield project developments.
  • Experience managing FEED, Detailed Design, EPCM, PMC, and EPC project phases.
