Gender-Based Violence (GBV) remains a critical human rights and public health issue in PNG, driven by unequal power relations, harmful social norms, and structural barriers to accessing services. FHI 360 adopts a survivor-centred, trauma-informed, and rights-based approach to GBV prevention and response, focusing on strengthening the capacity of frontline service providers, improving referral and coordination mechanisms, and ensuring safe, confidential, and ethical engagement with survivors. This position will support the delivery of high-quality GBV training across selected provinces, contributing to improved service quality and strengthened GBV response systems.

 Job Summary:

The Project Lead will provide overall technical, operational, and strategic leadership for the delivery of Gender-Based Violence (GBV) training across five selected provinces under the ABT–PATH subcontract. The role ensures high-quality implementation, strong stakeholder coordination, compliance with DFAT and FHI360 safeguarding standards, and timely delivery of outputs and reports.

Accountabilities

Program Leadership & Management

  • Lead planning, coordination, and implementation of GBV training activities across all five provinces.

  • Oversee development and adaptation of training schedules, workplans, and budgets.

  • Ensure alignment with ABT/PATH objectives, DFAT requirements, and national GBV policies.

  • Provide day-to-day supervision and mentoring of GBV Training Officers and M&E Officer.

Stakeholder Engagement
  • Act as the primary focal point with ABT, Provincial Health Authorities (PHAs), and key GBV stakeholders.

  • Strengthen coordination with health, police, welfare, and referral pathway actors.

  • Represent FHI360 in technical meetings and provincial engagements related to GBV.

Quality Assurance & Safeguarding
  • Ensure all training activities adhere to FHI360 and DFAT safeguarding, PSEAH, and child protection policies.

  • Maintain high technical and ethical standards in GBV training delivery.

  • Address implementation risks and escalate issues promptly.

Reporting & Compliance
  • Review and approve programmatic and narrative reports for submission to ABT.

  • Ensure accurate documentation of activities, lessons learned, and outcomes.

  • Support audits, performance assessments, and compliance reviews as required.

Required Qualifications & Experience
  • Postgraduate qualification in public health, social sciences, gender studies, development, or related field.

  • Minimum 7–10 years’ experience in GBV programming, training, or gender-focused development work.

  • Proven experience managing donor-funded programs (DFAT experience highly desirable).

  • Strong leadership, coordination, and stakeholder management skills.

  • Excellent written and verbal communication skills.

Physical Demands and Working Conditions
  • Typical office environment; ability to travel domestically and internationally as needed (10-25%).

  • Occasional work outside regular office hours may be required for urgent project needs.

Technology to be Used
  • Microsoft Office Suite, project management software, and other standard office equipment.
