Restless Development is implementing an inspiring  youth employment portfolio designed to improve the economic resilience and livelihoods of young people by expanding their access to dignified and fulfilling work, entrepreneurship opportunities and inclusive financial services. Working across 13  Districts in Karamoja sub region, Eastern, West Nile, Western Uganda, and in central region. Our approach places young people at the center of programme design and delivery while strengthening the local systems that support dignified and fulfilling work. Our work equips young women and men with market relevant technical, entrepreneurial, and financial capabilities while connecting them to employers, markets, business development services and affordable financial products. We work through  youth-led organisations to create coordinated pathways  that support young people to transition successfully into employment, self-employment and enterprise growth.

Beyond supporting individual young people, we invest in strengthening the capacity of youth-led organisations and youth-led enterprises to deliver high quality employment pathways, promote youth leadership, and influence policies and systems that shape youth economic opportunities.Through this integrated approach, we are building stronger inclusive employment eco-systems that enable young people, particularly young women, refugees and young  people with disabilities to access dignified and fulfilling work

About the Role

The Project Finance & Logistics Officer will support the effective financial management and logistical coordination of our programmes. The role will be responsible for day-to-day financial operations, budget monitoring, financial reporting, and logistical support to ensure efficient and compliant programme implementation.

Working closely with programme teams, consortium partners, and the Finance and Operations teams, the Project Finance & Logistics Officer will coordinate project expenditures, support budget tracking, facilitate procurement and logistics processes, and ensure compliance with organisational policies, donor requirements, and financial management procedures. The role will contribute to timely financial reporting, effective resource utilisation, and smooth delivery of programme activities.

Expected travel: Fairly regular international and domestic travel

Key responsibilities

Key Roles and Responsibilities

1. Financial Management and Budget Monitoring

  • Support day-to-day financial management of the project in accordance with organisational policies and donor requirements.
  • Process project payments, advances, reimbursements, and accountabilities in a timely and accurate manner.
  • Monitor project budgets and expenditure, highlighting variances and supporting budget realignments where necessary.
  • Prepare monthly financial reports, budget forecasts, and expenditure updates for project management.
  • Maintain accurate financial records and supporting documentation for all project transactions.
  • Support preparation for internal and external financial audits and donor reviews.

2. Logistics, Procurement and Operational Support

  • Coordinate logistics for project activities, including training, workshops, meetings, field visits, and stakeholder engagements.
  • Support procurement processes in line with organisational procurement policies and procedures.
  • Coordinate travel arrangements, accommodation, transport, and venue bookings for project staff and participants.
  • Monitor the utilisation of project assets, supplies, and inventory, ensuring proper accountability and record keeping.
  • Liaise with suppliers and service providers to ensure timely delivery of goods and services.

3. Financial Compliance, Reporting and Risk Management

  • Ensure project financial transactions comply with organisational policies, donor requirements, and statutory regulations.
  • Verify supporting documentation for financial transactions before processing payments.
  • Support timely financial reconciliations and follow-up of outstanding accountabilities.
  • Identify financial and operational risks and recommend appropriate mitigation measures.
  • Contribute to continuous improvement of financial and operational systems and processes.

4. Coordination, Collaboration and Organisational Responsibilities

  • Work closely with programme teams and consortium partners to support effective planning and implementation of project activities.
  • Provide financial and logistical guidance to staff and partners on organisational procedures and donor compliance requirements.
  • Support preparation of project work plans, budgets, and implementation schedules.
  • Uphold Restless Development's values, safeguarding standards, code of conduct, and organisational policies in all aspects of work.

5. Others responsibilities 

  • Other duties as required, including occasional work on weekends for which time off in lieu (TOIL) can be taken.

Skills and Experience

Essential

  • Bachelor's degree in Finance, Accounting, Business Administration, Commerce, Procurement and Logistics Management, or a related field.
  • At least 2–3 years' experience in finance, accounting, grants management, or logistics within an NGO or donor-funded project in Uganda.
  • Experience in financial reporting, budget monitoring, and financial reconciliations.
  • Knowledge of procurement and logistics management processes.
  • Good understanding of donor financial compliance requirements and organisational financial controls.
  • Experience using accounting or financial management systems.
  • Strong analytical, numerical, and problem-solving skills.
  • Excellent organisational skills with the ability to manage multiple priorities and meet deadlines.
  • Strong communication and interpersonal skills, with the ability to work collaboratively across teams.
  • Proficiency in Microsoft Office applications, particularly Microsoft Excel.

Desirable

  • Professional qualification or progress towards a professional accounting qualification such as CPA or ACCA.
  • Experience supporting consortium or multi-partner projects.
  • Familiarity with Mastercard Foundation or other institutional donor financial management requirements.
  • Experience supporting project audits and donor financial reviews.
  • Understanding of Uganda's financial and tax regulations applicable to NGOs.
