The Project Director provides overall leadership for Legacy Treatment Services' Screening, Brief Intervention, and Referral to Treatment (SBIRT) project. This key position directs project start-up and daily operations, staffing, partnership coordination, fiscal and grant oversight, workforce development, quality improvement, and achievement of project deliverables across approved service settings. The Project Director oversees validated substance use screening beginning at age 12, Brief Intervention, Brief Treatment, Referral to Treatment, warm handoffs, follow-up, and integration with outpatient behavioral health, primary care, schools, mobile outreach, and community services. The Project Director monitors implementation fidelity and the Quality Improvement Plan, reviews performance data with the Project Evaluator, supports required SAMHSA reporting and sustainability activities, and leads improvement actions when performance varies from project expectations. The Project Director supervises project personnel and provides clinical supervision when qualified, or coordinates qualified clinical supervision consistent with staff licensure and credentialing. The Project Director is the 1.0 FTE/100% level-of-effort key position required by the SBIRT award. Because SBIRT is designed to integrate into routine care, outpatient clinical, administrative, supervisory, training, and quality functions are part of this role when they directly implement, support, monitor, or sustain approved SBIRT activities. Duties unrelated to the approved SBIRT project are not part of the grant-funded assignment unless the award and required level of effort are modified consistent with SAMHSA requirements.

Legacy’s Screening, Brief Intervention, and Referral to Treatment (SBIRT) Program is funded through a grant from the Substance Abuse and Mental Health Services Administration (SAMHSA). The program provides early identification and intervention for substance use concerns for individuals age 12 and older, with a particular focus on youth and young adults ages 12–21. The program operates across Atlantic, Burlington, and Camden Counties and integrates SBIRT into outpatient behavioral health, healthcare, school, mobile outreach, and community-based settings.

Services include evidence-based substance use screening, brief intervention and brief treatment when indicated, and referral to treatment for individuals needing more intensive substance use services. The program also provides care navigation, warm handoffs, follow-up, peer and recovery support, and coordination with behavioral health, primary care, substance use treatment, and community resources to reduce barriers and improve continuity of care.

Position is full time and includes the following:

Qualifications

Education/Experience:

Master's degree in Counseling, Social Work, or a related behavioral health field required. Current independent New Jersey clinical behavioral health license, such as LPC, LCSW, LMFT, Licensed Psychologist, or other qualifying independent clinical license, required. Minimum three years of progressively responsible leadership experience directing behavioral health and/or substance use disorder programs serving children, adolescents, young adults, and adults required. Experience implementing evidence-based practices, supervising multidisciplinary clinical teams, leading quality improvement activities, and administering federal grants preferred.
