Job Description

In order to be considered for this position candidate must be serving permanently in the title, or reachable on the civil service list.
The Transportation Planning and Management Division (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. The Division’s responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings, and ensuring the safety of motor vehicle occupants, pedestrians, and cyclists.
Research, Implementation, and Safety unit (RIS) is a multi-disciplinary team dedicated to making the streets of New York City safer for all users as part of Vision Zero, a citywide policy striving to eliminate serious injuries and fatalities from traffic crashes. School Safety, a unit within RIS, is responsible for improving safety near K-12 schools throughout New York City. The group redesigns streets next to schools with a goal of reducing child injuries, improving safety and accessibility, and encouraging non-motorized transportation in all five boroughs. School Safety advises NYC agencies and private parties on school siting and various policy and street design issues related to youth safety and school operations. The unit manages all curb regulations and signage next to NYC K-12 schools, including the School Slow Zone program.
Under the direction of senior staff and with wide latitude for independent judgment, the candidate will be responsible for planning, developing, designing, and implementing Street Improvement Projects (SIPs) to improve safety for all roadway users with a particular emphasis on child safety, in order to advance the goals of the NYC Streets Plan and the Vision Zero Action Plan. This role will involve project management, extensive community outreach, research, data analysis, implementation coordination, and field work.
The selected candidate will analyze crash and traffic data; create street designs using AutoCAD; coordinate with staff throughout DOT and partner city agencies; perform extensive community outreach to schools, elected officials, Community Boards, inter-and intra-agency members, and other stakeholders; develop and deliver public presentations; and manage implementation of new roadway designs. Outreach work with students in NYC schools may be required on some of the projects. Additionally, the candidate will have the opportunity to investigate new design treatments and policy initiatives, to develop and pilot innovative safety treatments, and to develop new capital projects for implementation by the Department of Design and Construction on behalf of NYC DOT School Safety. The candidate will also coordinate research efforts; participate in technical and advisory committee meetings; and work with DOT staff and external agency representatives on studies and projects.
Additional tasks may include reviewing community requests as related to school safety and operations in NYC. Furthermore, the candidate will help the team deliver on the ambitious goal of Mayor Mamdani’s administration to install a 15-mile-per-hour school slow zone next to every K-12 school in NYC by the end of 2029 and assist with planning and coordination tasks associated with the School Slow Zone program.
The Department of Transportation's (DOT) mission is to provide for the safe, efficient, and environmentally responsible movement of people and goods in the City of New York and to maintain and enhance the transportation infrastructure crucial to the economic vitality and quality of life of our primary customers, City residents.
