Leidos is seeking Project Controls & Financial Analysts to support the National Nuclear Security Administration (NNSA), Office of Defense Programs, in executing the Nation’s nuclear deterrence mission. These positions provide project controls, financial management, budgeting, and earned value management (EVMS) support to Federal Program Managers overseeing nuclear weapons modernization and sustainment activities across the Nuclear Security Enterprise. Selected candidates will support federal leadership by delivering analytical insight into cost, schedule, budget execution, and performance metrics across geographically dispersed national security laboratories and nuclear weapon production facilities. Depending on experience and program alignment, candidates may support one or more mission areas within Defense Programs. The role requires familiarity with DOE and/or DoD Planning, Programming, Budgeting, and Execution (PPBE) processes, Earned Value Management Systems (EVMS), integrated master scheduling, and financial reporting. The successful candidate is analytical, detail-oriented, adaptable in a dynamic federal environment, and comfortable interfacing with federal and military stakeholders.
This is a full-time contractor-support position located on-site at the NNSA offices in Albuquerque, NM. Level and compensation will be commensurate with experience and qualifications.
Primary Responsibilities:
- Provide Federal Program Managers with clear, accurate, and timely budget, cost, schedule, and performance analyses.
- Support development and maintenance of integrated master schedules and monitor schedule performance across laboratories and production facilities.
- Analyze program cost performance, spend plans, and budget execution to assess alignment with approved baselines.
- Apply Earned Value Management System (EVMS) principles to evaluate contractor progress and identify cost and schedule variances.
- Prepare or support preparation of cost estimates, baseline budgets, work authorizations, work packages, and change requests.
- Track allocation and reallocation of funds, expenditures, and planned versus actual costs; identify trends and recommend corrective actions.
- Support development of future-year budget projections and multi-year program plans.
- Prepare financial inputs for implementation plans, program plans, Reports to Congress, Stockpile Stewardship and Management Plan inputs, and other Defense Programs documentation.
- Respond to short-notice data calls and budget or schedule scenario analyses from NNSA leadership and other senior officials.
- Support and maintain data within NNSA enterprise systems (e.g., EPAT, PROBE, DPD, or similar federal systems).
- Coordinate with laboratories, production facilities, and DoD stakeholders to ensure alignment of cost, schedule, and technical execution data.
- Produce recurring and special reports representing program execution status to leadership.
- Support program reviews, site meetings, and executive briefings.
- Ensure compliance with applicable project controls, configuration management, risk management, and information management policies and procedures.
Requirements:
- Active DOE Q clearance
- Bachelor’s degree in Finance, Business, Program Management, or related discipline.
- Experience in project controls, financial analysis, cost estimating, budget formulation, or EVMS within DOE, NNSA, DoD, or similar federal environments.
- Experience supporting DOE or DoD PPBE processes and associated systems (e.g., EPAT, PROBE, DPD, or comparable federal tools).
- Understanding of Earned Value Management Systems (EVMS) principles and performance analysis.
- Experience supporting development or analysis of integrated master schedules (Primavera/P6 or similar tools preferred).
- Proficiency in Microsoft Office Suite, including advanced Excel skills.
- Strong written and verbal communication skills.
- Ability to work independently and collaboratively in a high-visibility federal environment.
