The Role
Coordinate and oversee HIV and AYP programme implementation across higher-education campuses. Manage stakeholders, staff, resources, site operations, quality improvement, compliance with DOH HTS guidelines, reporting, and donor and government engagement. Provide technical guidance, monitor service delivery and commodity availability, supervise field teams, organize orientations and site visits, and represent the organization in stakeholder forums and technical working groups.

Stakeholder & Relationship Coordination

o Build and sustain strong relationships with Principal Recipients, sub-recipients,
government departments, and community stakeholders.
o Serve as the primary liaison between Higher Health and external partners to ensure
alignment of programme outputs.
o Facilitate smooth coordination between UNAIDS partners, government stakeholders,
and institutions of higher learning.

Technical & Strategic Leadership
o Provide evidence-based guidance to the National AYP Manager and programme staff.
o Oversee implementation, monitoring, and evaluation of AYP activities across campuses.
o Ensure uninterrupted availability of commodities and integration of services.
o Lead quality improvement initiatives and institutionalize best practices.
o Ensure strict compliance with DOH HTS guidelines, including Quality Improvement and
Compliance (QIC) processes, across all service delivery points.

Programme & Project Management
o Manage human and operational resources for effective programme delivery.
o Supervise staff on the ground to ensure daily operational efficiency.
o Ensure vending machines are functional on a daily basis and reports are submitted
timeously.
o Organize staff orientation, site visits, and delegation engagements.
o Advise on quality assurance methodologies and oversee targeted interventions.
o Keep management informed of progress, bottlenecks, and results.
o Monitor adherence to HTS protocols and ensure documentation aligns with DOH
standards.

Representation & Reporting
o Represent Higher Health at national, provincial, and regional stakeholder forums.
o Serve on technical working groups and committees.
o Prepare and deliver reports and presentations to donors, government, and partners.
o Act as subject matter expert on AYP priorities and policy issues.
o Ensure reporting frameworks capture compliance with DOH HTS guidelines and QIC
requirements.

Requirements
Qualification
• Diploma or Bachelor’s degree (NQF 7) in Health Science
• or Nursing

Experience
• 3+ years’ project management experience in an NPO
• or donor-funded environment; experience in Higher Education advantageous
• Experience implementing HIV programmes and managing stakeholders.
• Strong report writing and analytical skills.
