SNV Vietnam’s Transforming the Rice Value Chain for Climate Resilient and Sustainable Development (TRVC) is a pioneering initiative and flagship project for SNV in the region. TRVC works with the private sector to introduce low-emission and climate resilient rice practices into the Mekong Delta. The project is amongst the first of its kind in Vietnam to mobilize pay-for-results as catalytic to incentivize private sector to scale low-emission and sustainable rice farming with smallholders’ farmers; and the international verification (MRV) system with a view to registration on the voluntary carbon market.
We are seeking an experienced, dynamic and capable Deputy Team Leader to support the implementation of the exciting flagship TRVC that runs until 2027. We are looking for an individual with excellent project management and team leadership experience, and a keen interest in carbon markets, working with private sector, and a commitment to promoting gender and social inclusion.

Program Summary
In the Mekong Delta of Vietnam, SNV Vietnam is implementing the project “Transforming the Rice Value Chain for Climate Resilient and Sustainable Development“ (TRVC) in An Giang, Dong Thap, and Kien Giang provinces. This exciting and innovative project aims to use a results-based financing mechanism to incentivize private enterprises in the rice value chain (RVC) to invest in scaling sustainable rice production among smallholder farmers (SHFs) and marketing domestically and internationally in the most rice intensive production provinces over five years (2022 2027). It is built on three core strategic objectives, namely:
- improving climate resilience,
- optimizing rice value chain linkages, and
- developing carbon markets.
Job Purpose
The Project and Safeguards Officer supports the effective implementation of the TRVC Project through a dual function with project coordination and implementation support (50%), and environmental and social safeguards support (50%). The position will work under the direct supervision of the Project Coordinator, while coordinating closely with relevant technical and operational teams.
Job Description1. Environmental and Social Safeguards Support (50%)
- Serve as the focal point for day-to-day safeguards coordination under the guidance of the Project Coordinator and relevant advisors.
- Support implementation of environmental and social safeguards requirements in line with DFAT and SNV policies.
- Coordinate with safeguards consultants and rice value chain companies to ensure safeguards measures are applied.
- Monitor safeguards action plans, risk mitigation measures, and follow-up actions for project activities.
- Support screening, documentation, record keeping, and reporting related to safeguards compliance.
- Assist safeguards with due diligence for carbon registration, certification, and carbon credit-related activities.
- Track incidents, grievances, or non-compliance issues and escalate as required.
- Support awareness raising and basic training for staff, partners, and contractors on safeguards requirements.
2. Project Coordination and Implementation Support (50%)
- Support day-to-day implementation of project activities under the guidance of the Project Coordinator.
- Coordinate with government counterparts, consultants, private sector partners, and internal teams to organize meetings, workshops, training, and field missions.
- Assist in preparing workplans, schedules, logistics arrangements, and procurement requests.
- Track progress of assigned activities and follow up on deliverables, timelines, and action points.
- Support preparation of reports, meeting minutes, documentation, and filing systems.
- Support budgeting for assigned activities and coordinate with Finance and Procurement teams on resource planning.
- Support consultant procurement and contract administration, including task orders, deliverable tracking, review coordination, and payment processing in line with SNV procedures.
- Liaise with PMEL, GEDSI, Communications, and Operations teams to ensure smooth implementation across components.
- Provide coordination support for technical workstreams such as policy dialogue, circular economy pilots, or carbon-related activities as assigned.
3. Cross-cutting Responsibilities
- Maintain close coordination with the Project Coordinator and relevant teams to ensure timely delivery and compliance.
- Promote inclusive, responsible, and risk-aware implementation across all project activities.
- Undertake other duties assigned by the Project Coordinator, Deputy Team Leader, or Team Leader consistent with the role.
- Vietnamese
- Bachelor’s degree in a relevant field such as environmental management, social sciences, agriculture, development studies, project management, or related disciplines.
- At least 7 years of experience working with donor-funded programs, NGOs, or international development organizations. Experience in environmental, agriculture, or safeguards-related projects is an advantage.
- Good understanding and familiarity with international donor safeguards frameworks and standards (e.g. DFAT, World Bank, IFC, ADB, or similar) is highly desirable.
- Experience supporting project implementation, field activities, workshops, consultant coordination, and stakeholder engagement.
- Familiarity with budgeting, procurement, contract administration, and reporting processes.
- Strong organizational skills with the ability to manage multiple tasks and deadlines effectively.
- Good written and spoken English and Vietnamese.
- Proficiency in Microsoft Office applications.
- Willingness to travel to project sites as required.
