Key Responsibilities:

MAJOR RESPONSIBILITIES:

Planning and Alignment

  • Leads the strategic alignment and integration and technical review of the Integrated Programming Framework (IPF); designs the annual business and operational plans to ensure alignment with the National Country Strategy, partnership initiatives, and global standards.
  • Serves as member of the Operations Leadership Team; provides high-value data, technical insights, and risk assessments to drive timely, evidence-based executive decision-making.
  • Establishes and utilizes tracking systems to monitor program technical quality; actively collaborates with field implementation teams (Operations Managers, Project Managers) and Technical Advisors to streamline, simplify, and resolve operational process bottlenecks.
  • Directs the end-to-end programmatic lifecycle frameworks—from initial design and budget assessment through to impact measurement and sustainability transitions—ensuring all processes are mutually agreed upon, structurally sound, and integrated with organizational dashboard.

Programming and Integration

  • Champions World Vision’s child-focused ministry and transformational development principles; embeds biblical foundations and core organizational values across all integrated programming and stakeholder engagements.
  • Enforces rigorous standards of quality and accountability across all interventions to ensure technical soundness of programmes/projects.
  • Manages team budget utilization to ensure optimal fiscal efficiency, absolute alignment with Partnership standards, and maximum programmatic impact.
  • Support the systematic reviews and data analysis of the Integrated Programming Framework (IPF) and Results Framework (RF); translates performance metrics into immediate, data-driven corrective actions and strategic operational decisions
  • Cultivates and maintains collaborative, high-level relationships with global, regional, and Support Office counterparts to ensure overarching partnership priorities are seamlessly integrated into local programming.
  • Drives inter-departmental coordination and resolves critical operational bottlenecks between Technical Advisors and field implementation teams to ensure seamless program integration.

Resources Acquisition:

  • Manages and oversees the Programme Integration team to ensure the timely delivery of high-quality technical inputs during early-stage project ideation, pipeline planning, and proposal development.
  • Partners strategically with the Resource Development team to identify, position for, and secure diverse financial resources and grant funding to scale integrated programming models.

Stakeholder Engagement and Management:

  • Collaborates with the Operations Director and the programme integration team to build, strengthen, and govern strategic relationships across the World Vision partnership ecosystem, including Support Offices (SOs), the South Asia & Pacific Office (SAPO), and Global Teams, including those external engagement wherein WVDF is currently representing: IACAT, NCC OSAEC CSAEM and NCACL.
  • Establishes clear frameworks for mapping, prioritizing, and documenting key stakeholder engagements; ensures seamless delegation and information flow between field implementation teams and technical advisory teams.
  • Builds and leverages strategic partnerships with INGOs, Government Organizations (GOs), donors, multilateral agencies, and church networks to enhance resource mobilization, policy alignment, and technical program quality across advocacy and faith-and-development initiatives.

Partnering for Performance and Team Culture

  • Provides management oversight and partnering for performance for the team of Technical Advisors; establishes clear performance agreements, conducts regular accountability reviews, and drives a culture of high performance, motivation, and professional growth.
  • Conducts capacity needs assessments for staff; designs and executes targeted competency-development plans, coaching frameworks, and mentorship opportunities to continuously elevate technical expertise.
  • Models and champions World Vision’s core values and Christian dedication within the team; fosters an environment characterized by servant leadership, mutual respect, accountability, and a shared commitment to child-focused ministry.
  • Fosters an institutional culture of continuous learning and psychological safety across both the Technical Advisory and broader Operations teams; encourages data-driven reflection, honest dialogue, and the cross-sharing of programmatic best practices.
  • Ensure support to humanitarian technical requirements and external engagement.

KNOWLEDGE/ QUALIFICATIONS FOR THE ROLE

Required Professional Experience 

  • Bachelor of Science in Management, organizational development and management, development management, social sciences and similar degree 
  • Master’s Degree/post-graduate studies is a plus 
  • At least 10 years of experience working in non-government, child-focused, integrating programming background including experience in programme/project design and management 

Preferred Knowledge and Qualifications 

  • At least 10-year experience on program management on various education, economic, health and nutrition, Climate Change and DRR, grants and advocacy programs and projects 
  • Knowledge in Transformational Development and other partnership standards and policies, 
  • Programme Integration knowledge and skills 
  • With ability to develop and monitor a dynamic partnership with different organizations, civil society, government agencies and LGUs 
  • Ability to prepare report, perform strategic program analysis, briefing notes, and team management 
  • Demonstrated capacity to programme and project integration 
  • Leadership and people management capabilities 
  • Excellent in facilitation and technical writing skills 
  • Strategic thinking, innovative, self-reliant, and can-do multitasking 
  • Practices grace and calmness under pressure and multiple deliverables
