Job Description:

Reports to: National Director

KEY RESULT AREAS:

Strategy Leadership / Performance Management

  • Responsible for the development, review and performance management of WV Uganda’s national strategy.  This will require broad cross-organizational collaboration and leadership to ensure strategic initiatives are resourced and progressed annually.
  • Develop and present six-monthly strategy performance reports to the WVU SLT and Board and WV Regional Office.
  • Lead development and execution of Programme Quality Strategy aligned with national and global frameworks.
  • Lead the development and implementation of ESG reporting in collaboration with Programme Operations, Finance and Procurement with a particular focus on Carbon footprint monitoring.
  • Provide technical leadership in sectoral integration (health, education, livelihoods, child protection, WASH).
  • Advise National Director and SLT on programme performance and risk.
  • Provide leadership to sectoral technical managers.
  • Build staff and partner capacity in programme quality standards.
  • Ensure adherence to World Vision and donor technical guidelines

Programme Design, Innovation and Quality Assurance

  • In accordance with national strategy, lead overall programme design and quality assurance through a team of technical managers and thematic specialists.
  • Accountable for the ongoing development and improvement of evidence-based technical interventions and other core program design processes (including grant projects), ensuring alignment with WV national and global strategy.
  • Ensure that all programmes remain relevant, innovative and strategy focused through ongoing reflection and learning processes.
  • Accountable for all DMEAL processes within WVU, ensuring that high-quality data is generated to demonstrate accountability, measurement of program achievements and delivering impact for children, families and communities. This will include regular data quality monitoring and the conduct of Annual Impact Measurement processes in alignment with WVI standards and procedures.
  • Advance the use of digital systems to generate validated and relevant programme data to inform effective management decision-making at field and national levels
  • Accountable for ensuring strong information management for all program-related (non-financial) information, including compliance with WV International standards and system requirements (IMPAQ)
  • Advance the research and learning agenda for WV Uganda both internally and externally through the production and dissemination of key evidence products and publications.
  • Ensure use of evidence, context analysis, and WV methodologies
  • Promote innovation and adaptive programming approaches
  • Strengthen MEAL systems and frameworks
  • Ensure robust data collection, analysis, and reporting
  • Promote accountability to beneficiaries (feedback mechanisms)
  • Facilitate learning and knowledge sharing
  • Establish programme quality standards and compliance systems
  • Conduct regular programme reviews and audits.

Organizational and Team Leadership

  • Develop and lead a team of managers and specialists to excel in their work and drive a dynamic and responsive team of professionals.
  • Support the National Director through active participation in the Senior Leadership Team and strong engagement with the WVU Board of Governors as the lead SLT member of on the Ministry Committee.
  • Act as the coordinator and chair of the WVU Strategy Support Team (SST) with the East Africa RO and relevant SOs
  • Provide mentorship for high potential staff, as identified through WVU’s talent management approach.
  • Undertake additional tasks, as directed by the National Director

Grant Acquisition

  • Accountable for raising the necessary funds (other than sponsorship funds) in accordance with WVU’s strategy requirements.
  • Ensure strong donor/SO engagement and positioning for grant funding opportunities.
  • Ensure that annual fundraising targets are met through preparation of high-quality funding proposals.
  • Ensure all due diligence, capacity assessments and Go–No-Go procedures are conducted in alignment with WV policies and best practice.
  • Accountable for annual grant revenue forecasting exercise in collaboration with finance department and East Africa Regional Office
  • Support resource development teams in proposal design
  • Ensure compliance with donor requirements.
     

Strategic Partnerships / Technical Branding

  • Accountable for driving key strategic relationships and partnerships with government and other partners both through coalitions and individually as WV. This will require clarity of purpose and clear “shared value” partnership objectives to be established through MOUs and other agreements.
  • Promoting WV’s work externally as a technical thought leader in key thematic areas linked to WV’s national strategy through active participation and leadership of industry forums and networks.
  • Represent World Vision in technical forums and networks
  • Strengthen partnerships with government, NGOs, and donors
  • Promote advocacy based on programme evidence.

Child & Vulnerable Adult Safeguarding

  • Accountable for the leadership and execution of WVU’s Vulnerable Adult & Child Safeguarding Policy and practice.  This will require oversight and management of the National Safeguarding Committee.
  • Ensuring that staff and partners are fully and regularly briefed on all aspects of the policy and behaviour protocols.
  • Ensure the highest priority is given to safeguarding incident reporting and management and that each reported allegation is addressed in a timely and confidential manner in accordance with WVI standards and procedures.
  • Ensure safeguarding standards are embedded in all programmes.
  • Promote child protection mainstreaming across sectors.

 

KNOWLEDGE / QUALIFICATIONS FOR THE ROLE

Required Professional Experience

  • ​Minimum of 10 years’ experience in progressively senior management roles in the INGO or related sector – preferably with international exposure and experience in other developing or donor countries
  • Strong and proven senior people leadership experience and the ability to manage departmental and individual performance and wellbeing effectively.
  • Minimum of 5 years’ experience in a field role, focused on programme design, M&E or grant acquisition in both development & humanitarian programming contexts
  • Demonstrable experience in organisational strategy formulation, execution and performance management
  • Experience of developing and implementing academically rigorous, evidence-based sector / integrated programme approaches and models that deliver impact for children and families.
  • Proven high level networking, influencing and fundraising experience with senior UN, donor and government stakeholders. (Need to demonstrate the ability to strategically position WV as a thought leader in policy and practice)
  • Strategic thinking and leadership.
  • Technical expertise across development sectors.
  • Strong analytical and problem-solving skills.
  • Excellent communication and stakeholder engagement.
  • Strong understanding of MEAL systems.
  • Ability to lead change and innovation.
  • Commitment to child safeguarding and Christian values (as applicable to World Vision).
  • Must be a practicing Christian and active member of the Church.

Required Education, training, license, registration, and certification

  • A Post-Graduate Degree in Social Science, International Development or another relevant field.

Preferred Knowledge and Qualifications

  • Proactive personality, self-driven and strongly motivated to deliver results
  • Spiritual maturity, inter-faith knowledge and a biblical worldview – ability to articulate and demonstrably model WV’s Christian identity and mission in an inclusive way.
  • Experience of Senior Leadership Team and Board level engagement and strategic presentations. (e.g. Cost benefit analysis, scenario analysis looking at pros and cons of an investment or strategic decision etc.)
  • Well-developed interpersonal skills, excellent communication skills, both verbal and written.
  • Proven conceptual and analytical skills, and the ability to take an evidence-based concept into practice.
  • Proven people and workshop facilitation / leadership skills.
  • Previous experience in a World Vision office is an advantage.

Travel and/or Work Environment Requirement.

  • The position requires ability and willingness to travel domestically up to 20% of the time, plus occasional international travel.
