We are seeking a Program/Project Management Specialist II to provide tactical project management, analytical, and operational support to the TSA Vetting Analysis Division (VAD).
This position is contingent upon contract award.
Working alongside senior program leadership, this role assists in tracking project milestones, documenting business and system requirements, coordinating User Acceptance Testing (UAT), maintaining operational documentation, and facilitating communication across VAD program areas (such as Secure Flight, TSA PreCheck®, TWIC, HME, and Credential Vetting).

The person in this role will be required to be on-site at the designated office location at least one day per week with respective team as assigned by Government lead and additional days as operationally needed, ensuring adequate support for in-person collaboration, meetings, and critical on-site activities. Schedule flexibility is required in the event of an actual emergency the Contracting Officer may direct the contractor to change work hours or locations or institute changes to telework posture.
Key Responsibilities
- Assist with the day-to-day tracking of project schedules, action items, and deliverables. Draft content for Monthly Status Reports, meeting agendas, and detailed meeting minutes.
- Support requirements-gathering sessions with operational stakeholders. Draft, update, and maintain Standard Operating Procedures (SOPs), process flows, use cases, and job aids.
- Draft UAT scenarios and test cases based on defined business requirements. Assist system users during UAT execution and help document identified issues or system modifications.
- Assist in coordinating cross-functional meetings and workshops. Help distribute operational bulletins, communication updates, and training materials across internal and external stakeholder groups.
- Assist in collecting operational metrics, monitoring key performance indicators (KPIs), and updating centralized SharePoint knowledge repositories and project libraries.
- Support team efforts to maintain a 95% on-time submission rate for recurring reports and deliverables.
- Ensure draft deliverables meet quality criteria to support a 90% first-pass acceptance rate.
- Adhere strictly to PWS requirements, security guidelines, and TSA operational standards.
- Bachelor’s Degree (BA/BS) in Business Administration, Information Technology, Public Administration, or a related field.
- Minimum of 2–5 years of professional experience in project support, operational analysis, or management consulting (federal government contracting experience preferred).
- Proficiency in Microsoft 365 applications, including Excel, Word, PowerPoint, SharePoint, and Teams.
- Basic familiarity with project management tools and methodologies (e.g., MS Project, workflow tracking).
- Strong written communication skills with experience drafting clear technical and operational documentation.
- Detail-oriented with strong organizational and task-tracking abilities.
- Must be able to successfully pass and maintain a TSA Tier 2 Moderate Risk Public Trust suitability determination.
- Positions supporting IR&A at TSA HQ (Springfield, VA) require an active Secret security clearance.
The estimated compensation range for this position is between $83,768 and $104,711 annually. Actual salary is determined by a variety of factors, including the candidate’s specialized skills, certifications, and years of experience.
