Provide senior advisory support and independent analyses for DoD/MDA source selections, advising SSEBs/SSACs/SSAs on solicitations, evaluations, protests, schedules, and compliance. Develop templates, deliver procurement training, research innovative contracting solutions with EPIC, and support outreach and best-practice dissemination. Perform force design analysis and author Force Design Update packages per AR 71-32; synchronize MOCS, extract and analyze data from FMSWeb and IPPS-A, maintain 3C data visualizations, coordinate stakeholders, and produce reports and recommendations for COR and OCS leadership.

Lead the analysis, design, revision, and delivery of Operational Contract Support (OCS) training for the Total Force. Manage ADDIE-based curriculum development, CTSSB execution, TD2/TRIMIS training data, and ensure TRADOC compliance while producing authoritative recommendations and meeting tight deliverable cycles.

Manage full lifecycle of Operational Contract Support (OCS) doctrinal publications: research, draft, edit, and publish in compliance with TRADOC Regs 25-30 and 25-36. Review ~100 policy documents annually, compile Change Resolution Matrices under two-day timelines, produce drafts and handbooks, and coordinate submissions to the COR while tracking workload and metrics.

Develop, revise, and analyze Operational Contract Support (OCS) training and education products using ADDIE and TRADOC standards. Conduct annual Critical Task and Site Selection Boards, maintain workload data in TD2 and TRIMIS, review course materials, produce recommendation memoranda, and deliver IMI/DL products on schedule for the Total Force.

Lead contract execution and acquisition strategy for MDA TACS at Ft Belvoir. Act as primary interface to MDA leadership, oversee subcontractors, ensure FAR/DFARS compliance, manage schedule/cost/risk, recruit and develop staff, and maintain contract documentation and reporting. Requires active TS/SCI clearance.
