Program Manager

The Program Manager provides senior-level leadership and oversight for evaluation and performance measurement activities supporting CDC's Division of Diabetes Translation (DDT) and Translation, Health Education and Evaluation Branch (THEEB). This position leads evaluation projects and national evaluations; develops and oversees evaluation plans, logic models, performance measurement frameworks, and indicators; coordinates quantitative, qualitative, and mixed-methods evaluation activities; and provides technical assistance to CDC staff, recipients, and partners. The Program Manager applies implementation research frameworks and methods to assess implementation processes, barriers, facilitators, fidelity, adaptation, reach, and contextual factors. The position also supports performance monitoring, continuous quality improvement, evaluation reporting, dissemination, and leadership briefings.

ESSENTIAL REQUIREMENTS

• Must be able to obtain and maintain the required customer clearance for access to systems, facilities, equipment and property.
• Project Management Professional (PMP) Certification preferred.
• Bachelor's degree in public health, evaluation, social science, health science, epidemiology, or a related field.
• Minimum of 10 years of relevant professional experience supporting program evaluation, public health research, performance measurement, or related activities.
• Experience leading an evaluation project or national evaluation.
• Experience conducting national assessments of program inputs, activities, outputs, and outcomes to inform program improvement.
• Experience developing national evaluation plans, evaluation questions, indicators, logic models, and performance measurement frameworks.
• Demonstrated experience collecting, analyzing, interpreting, and reporting quantitative and qualitative program data.
• Experience applying implementation research frameworks, including frameworks such as CFIR and RE-AIM.
• Experience integrating qualitative and mixed-methods approaches to assess implementation processes, barriers, facilitators, fidelity, adaptations, and contextual factors.
• Experience facilitating internal and external partner meetings and providing evaluation training, technical assistance, and consultation.
• Knowledge of the rules, procedures, and principles governing intramural and extramural program development, monitoring, and evaluation.
• Proficiency with Microsoft Office applications, including Outlook, Word, Excel, PowerPoint, Project, and SharePoint.
• Experience developing or managing documentation associated with CDC administrative systems, including Human Subjects, OMB, IRB, and E-Clearance.
• Previous experience working with government procedures and guidelines.
• Ability to successfully complete any government-required background investigation or security clearance, if applicable to the task order, and comply with applicable CDC/HHS security, privacy, and records-management requirements.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Experience leading an evaluation project or national evaluation
• Experience conducting a national assessment of a program or project’s inputs, activities, and outputs to determine its value or worth and to improve the program.
• Experience developing a national evaluation plan, identifying evaluation questions and indicators, collecting, and analyzing quantitative and qualitative program data, interpreting the data in the context of the program, and reporting findings.
• Experience developing a large-scale program logic model, identifying appropriate program outcomes, facilitating internal and external partner meetings, and providing assistance or training on evaluation, methods, concepts, and tools.
• Experience applying implementation research frameworks (e.g., CFIR, RE-AIM) and contributing to implementation-focused evaluations.
• Experience integrating qualitative and mixed-methods approaches to assess implementation processes, barriers, and facilitators.
• Knowledge of the rules, procedures and principles that govern intramural and extramural program development, monitoring, and evaluation.
• Ability to use Microsoft Office Applications (Outlook, Word, Excel, PowerPoint, Project, and SharePoint) efficiently and effectively
• Ability to develop forms for CDC Administrative Systems (HUMAN SUBJECTS, OMB, and IRB, and E-Clearance) efficiently and effectively.
• Previous experience working with government procedures and guidelines. 

EDUCATION AND EXPERIENCE

Bachelor's degree in public health, evaluation, social science, health science, epidemiology, or a related field and a minimum of 10 years of relevant professional experience. Experience should include national evaluation leadership, evaluation planning, mixed-methods evaluation, implementation research, performance measurement, and technical assistance. Experience working with government programs and procedures is required.

The estimated pay range for this role is $135k to $140k, with the final offer contingent on location, skillset, and experience.
