Position: Program Manager
Overview: We are seeking a highly qualified Program Manager (PM) to serve as the primary, day-to-day interface with a foreign Ministry of Defense (MOD) for a high-visibility defense vehicle program. The PM will act as the single, on-the-ground representative responsible for managing all aspects of in-country program execution, coordination of support activities, and fostering a strong relationship with the host nation’s military leadership and logistics personnel.
Key Responsibilities:
- Serve as the principal in-country liaison between ITC Defense, the U.S.-based program team, and the foreign Ministry of Defense (MOD).
- Provide overall leadership and management of program execution, ensuring cost, schedule, technical, and performance objectives are achieved in accordance with contract requirements.
- Lead and coordinate in-country Integrated Product Support (IPS) activities to ensure seamless delivery, fielding, sustainment, and operational readiness of the vehicle program.
- Develop and maintain program execution plans, schedules, and performance metrics to monitor program status, identify issues, and implement process improvements.
- Manage program financial performance, including contract funding, forecasting, Estimates at Completion (EACs), and financial reporting to support successful program execution.
- Develop and manage program budgets, spending plans, and burn rate analyses to achieve contract performance and fee objectives.
- Analyze financial variances and program risks, develop mitigation strategies, and implement corrective actions to ensure cost, schedule, and performance objectives are achieved.
- Maintain and manage the program risk register, identify emerging risks and opportunities, and provide regular risk reporting and mitigation recommendations to company leadership and customer stakeholders.
- Oversee contract and subcontractor performance, ensuring deliverables are completed in accordance with contractual requirements and program objectives.
- Oversee the receipt, inspection, accountability, and delivery of vehicles and associated equipment as they arrive in country.
- Manage warranty activities, coordinate issue resolution, and monitor operational and sustainment concerns reported by the MOD.
- Support and oversee the activities of Field Service Representatives (FSRs) and System Support Representatives (SSRs) providing ongoing support to MOD personnel.
- Coordinate and oversee operator and maintenance training programs to ensure MOD readiness and long-term self-sufficiency.
- Deliver monthly program status reports and Field Support Contractor Reports, including support, consumption, financial, and performance summaries to company leadership and customer stakeholders.
- Facilitate and lead program reviews, coordination meetings, executive briefings, and status meetings with the MOD and other government stakeholders.
- Assist the MOD in developing long-term sustainment strategies for vehicle fleet support, including acquisition planning, replacement parts, services, and future training solutions.
- Ensure compliance with all contractual requirements, company policies, export control regulations, and host nation requirements.
- Perform other duties as assigned.
- Bachelor’s degree in business, Logistics, Engineering, or a related field
- Familiarity with Integrated Product Support (IPS) and defense sustainment practices.
- Strong interpersonal and cross-cultural communication skills.
- Ability to live and work overseas for extended periods.
- Master’s degree in business, Logistics, Engineering, or related field
- Prior military experience as a Senior NCO, Warrant Officer, Field Grade Officer, or civilian equivalent
- Prior international or OCONUS experience supporting foreign military customers
- Experience with Integrated Product Support (IPS) and defense sustainment operations
- Experience managing contractor personnel and warranty programs
- PMP certification
- Fluency in Portuguese.
Overseas Compensation Package:

Skills Required
- Bachelor's degree in Business, Logistics, Engineering, or related field
- Master's degree
- Prior senior NCO, Warrant/Field grade officer, or civilian equivalent experience
- Minimum of 8 years program or project management experience in defense or logistics
- Prior international or OCONUS experience with foreign military customers
- Familiarity with Integrated Product Support (IPS) and defense sustainment practices
- Strong interpersonal and cross-cultural communication skills
- Experience managing contractor personnel, warranty resolution, and logistics coordination
- PMP certification
- Ability to live and work overseas for extended periods
- Fluent in Portuguese
- U.S. citizenship and ability to obtain required visas/work permits and credentials for Angola
