Responsibilities

Peraton is hiring for a Program Financial Manager to support the Texas Department of Information Resources (DIR) under contract. The Financial Director will provide contract-wide financial leadership across more than 70 DIR customer agencies, overseeing monthly invoicing, chargeback management, billing reconciliation, procurement financial management, pricing models, financial reporting, forecasting, and contract financial compliance.


This position requires an on-site presence in the Austin, TX metropolitan area. Must reside in or be willing to relocate to the Austin, TX metropolitan area.


Key Responsibilities:


  • Maintain overall accountability for all financial operations across the Texas Private Cloud contract.
  • Manage monthly invoicing and chargeback activities across 70+ DIR customer agencies.
  • Lead billing dispute resolution and reconciliation with DIR and customer agencies.
  • Manage financial activities associated with SSC/HSC procurement;
  • Manage contract pricing models and associated financial reporting to DIR.
  • Ensure contract financial compliance with applicable state procurement requirements.
  • Lead budget forecasting and financial planning.
  • Provide financial performance optimization reporting.
  • Monitor financial performance, trends, risks, and opportunities across the contract.
  • Coordinate financial reconciliation activities with DIR and customer agencies.
  • Support accurate, timely, and compliant invoicing and chargeback operations.
  • Provide financial analysis and reporting to contract leadership and government stakeholders.
  • Support procurement financial management for software and hardware acquisitions at enterprise scale.
  • Coordinate financial operations across a complex, multi-customer government IT environment.
Qualifications

Required Qualifications:

  • 10 years of experience, may have supervisory or lead experience
  • 8+ years of financial management experience on large government IT contracts, preferably contracts of $50M+ per year.
  • Demonstrated experience with consumption-based or chargeback billing models in government environments,
  • Experience with government cost accounting, invoicing, and contract financial compliance.
  • Experience with IT financial management platforms, including Digital Fuel or equivalent.
  • Demonstrated experience managing software and hardware procurement financial activities at enterprise scale.
  • Strong understanding of government contract financial operations.
  • Experience managing complex billing, invoicing, reconciliation, and dispute resolution processes.
  • Experience developing and managing budgets, forecasts, pricing models, and financial performance reporting.
  • Strong analytical and financial management skills.
  • Strong written and verbal communication skills.
  • Ability to work directly with government customers and stakeholders on financial matters.
  • Must be a US Citizen.

  • Experience managing financial operations for Texas state agencies or comparable government organizations.
  • Experience supporting large-scale government IT managed services contracts.

Target Salary Range$112,000 - $179,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
