Description

What You’ll Do:

As a Program Financial Analyst, you will support functional leadership and Integrated Product Teams (IPTs) in the integration, planning, tracking, and execution of cross-platform requirements for Nuclear Command, Control, and Communications (NC3) aircraft programs. The position will oversee and integrate requirements which support both the E-130J and E-6B platforms.

In this role you will provide functional leadership with timely, decision-ready program and financial information; coordinate requirements across the Future Years Defense Program (FYDP); support execution of Research, Development, Test, and Evaluation (RDT&E), Aircraft Procurement, Navy (APN), and Operation and Maintenance, Navy (OMN) funds.

Key Responsibilities:

  • Oversee the integration of requirements supporting both the E-130J and E-6B platforms, ensuring alignment among program management, engineering, test, logistics, contracting, and BFM stakeholders.
  • Coordinate with the Functional Resource Manager and IPT BFMs to develop, refine, prioritize, and execute program requirements across the FYDP.
  • Create, execute, and track funding documents, pullbacks, and work-completion-date extensions in N-ERP based on IPT spend plans maintained in CSPT.
  • Support planning and execution of RDT&E, APN, and OMN appropriations supporting the E-130J and E-6B programs.
  • Review current spend plans and provide feedback to functional leadership, BFMs, and IPT leadership on execution status, funding availability, requirement priorities, and emerging risks.
  • Review SPIDs regularly for accuracy of time, purpose, and amount; identify discrepancies and coordinate corrective actions.
  • Use Procurement Integrated Enterprise Environment (PIEE) to research contract, obligation, and financial-document status in coordination with the Functional Resource Manager.
  • Monitor Management Reserve usage and identify potential resource shortfalls early enough to support leadership decisions and mitigation actions.
  • Support recurring planning-to-budget, spend-plan, requirements-integration, and execution reviews with IPTs.

This description outlines the general nature and scope of the role. Additional duties may be assigned as necessary.
