Job Summary: TechnoServe seeks a dynamic and highly collaborative Programme Director to support the effective implementation and coordination of the anticipated €54 million Green Value for Growth (GV4G) programme in Mozambique. The Programme Director will serve as the central coordination and programme management focal point for the consortium, ensuring effective alignment, communication, governance, accountability, and operational coordination across consortium partners, value chain teams, programme support units, and geographic implementation areas.

Operating within GV4G’s distributed governance structure, the role will facilitate collaboration and collective decision-making through the Programme Management Team (PMT), Senior Management Team (SMT), and Consortium Leadership Committee (CLC). The role will ensure that programme systems, planning processes, reporting, operational support, donor compliance, and cross-functional coordination effectively support implementation across the programme’s soy, cashew, and coffee portfolios.

The Programme Director will not serve as the sole technical or implementation decision-maker for programme interventions. Technical leadership and implementation direction will be led through the programme’s value chain and thematic leadership structures. Instead, the role will focus on ensuring programme coherence, effective governance, adaptive coordination, partner accountability, donor engagement, and integrated delivery across the consortium.

The role requires a highly collaborative and politically astute leader with strong experience coordinating complex donor-funded programmes, facilitating multi-stakeholder partnerships, and managing implementation within distributed and adaptive management structures.

Program Overview: GV4G is a five-year European Union (EU) Global Gateway initiative supporting Mozambique to build a greener, more competitive, and climate-resilient agribusiness sector. GV4G is executed by a consortium and the Embassy of the Kingdom of the Netherlands (EKN) serves as the EU’s delegated implementing partner for this Action.

The programme focuses on transforming the soy, cashew, and coffee value chains in Central and Northern Mozambique through private-sector–led investment, regenerative agriculture, agroforestry, expanded local processing, and stronger market systems. By 2031, GV4G aims to mobilize approximately €26.8 million in public and private investment and benefit more than 44,000 farmers, enterprises, and commercial farm businesses while strengthening compliance with EU market requirements.

Using a market systems-based approach, GV4G integrates landscape restoration, value chain upgrading, enterprise development, and policy reform to create sustainable and inclusive economic growth. The programme strengthens production systems through climate-smart practices and digital tools, expands access to finance and business development services for small- to medium-sized enterprises (SMEs)—particularly those led by women and youth—and improves the enabling environment for green investment and trade.

Primary Functions & Responsibilities:

Strategic Programme Leadership & Management

  •  Coordinate overall programme implementation from inception through closeout, ensuring achievement of programme objectives, contractual deliverables, and donor compliance.
  •  Facilitate adaptive management processes that enable programme teams and partners to respond effectively to changing market, political, environmental, and operational conditions.
  •  Oversee integrated annual work planning, implementation tracking, budgeting coordination, and reporting processes across consortium partners.
  •  Ensure effective coordination between programme technical teams and programme support functions including finance, procurement, grants, MERL, compliance, and operations.
  •  Identify and coordinate resolution of implementation bottlenecks, operational dependencies, and cross-functional risks affecting programme delivery.
  •  Promote programme-wide learning, collaboration, and continuous improvement processes.

Consortium Governance and Programme Coordination

  •  Lead overall management and coordination of the programme consortium, ensuring effective collaboration, accountability, and alignment across consortium partners and teams.
  •  Chair the PMT and support effective functioning of governance structures, including the CLC.
  •  Facilitate collective planning, coordination, and decision-making processes across value chain and toolkit leads in line with agreed governance arrangements.
  •  Ensure implementation aligns with “one project approach,” governance framework, and consortium partnership principles.
  •  Coordinate implementation across multiple value chains, geographic corridors, technical workstreams, and operational functions to ensure programme coherence and integration.
  •  Support effective communication, coordination, and escalation management across consortium members and programme stakeholders.
  •  Ensure timely follow-up and operationalization of decisions and actions agreed through programme governance structures.
Donor, Government, and External Stakeholder Engagement
  •  Serve as the primary operational and coordination focal point with EKN and the EU Delegation on programme management, reporting, implementation progress, and coordination matters.
  •  Support preparation and coordination of donor reporting, governance meetings, programme reviews, and strategic engagements.
  •  Coordinate programme engagement with government stakeholders, private sector actors, development partners, and sector platforms.
  •  Represent the programme in coordination forums, technical meetings, and strategic stakeholder engagements as delegated by the consortium governance structures.

Technical Integration and Strategic Oversight

  • Ensure coordination and coherence across programme workstreams related to market systems development, enterprise development, regenerative agriculture, investment facilitation, trade readiness, policy engagement, and climate resilience.
  • Promote integration of gender inclusion, youth economic participation, climate resilience, and sustainability considerations across programme implementation.
  •  Ensure programme interventions contribute to sustainable market systems change and long-term sector competitiveness.

Financial and Operational Oversight

  •  Coordinate integrated annual planning, budgeting, implementation tracking, forecasting, and reporting processes.
  •  Ensure programme management systems and support functions effectively support implementation teams and consortium partners.
  •  Coordinate with finance, grants, procurement, HR, compliance, MERL, and operations teams to ensure responsive programme support services.
  •  Oversee programme financial performance, ensuring effective budget management, forecasting, compliance, and stewardship of donor resources and support timely corrective actions where implementation risks or delays arise.
  •  Ensure timely and high-quality submission of technical, financial, and contractual deliverables.
  •  Oversee risk management systems, compliance procedures, safeguarding, and internal controls.
  •  Ensure timely escalation and resolution of operational bottlenecks, implementation dependencies, and cross-functional coordination issues.
  •  Ensure programme systems support adaptive management, learning, and evidence-based decision-making.

Team Leadership and Capacity Building

  •  Lead, mentor, and supervise a high-performing, multidisciplinary programme team.
  •  Foster an inclusive, collaborative, and results-oriented team culture.
  •  Strengthen the capacity of programme staff, consortium partners, and local stakeholders through coaching, systems strengthening, and knowledge sharing.

Basic Qualifications:

  •  Master’s degree or equivalent in Economics, Agribusiness, International Development, Business Administration, Rural Development, Environmental Management, Public Policy, or a related field with at least 8 years of relevant experience; or a Bachelor’s degree with at least 12 years of relevant experience.
  •  Minimum 3 years of progressively responsible experience in complex donor-funded programme management, consortium coordination, market systems development, private sector development, agricultural value chains, enterprise development, or related sectors.
  •  Demonstrated experience leading large, complex donor-funded programmes as a Chief of Party, Programme Director, Team Leader, or similar senior leadership role.
  •  Proven experience managing consortium partnerships, multidisciplinary teams, and multiple stakeholders across public and private sectors.
  •  Strong understanding of agricultural market systems, agribusiness competitiveness, SME strengthening, and investment ecosystems.
  •  Experience managing large programme budgets, donor compliance, and complex operational systems.

Required Languages: Fluency in Portuguese and English.

Travel: Up to 40% within Mozambique, with occasional regional/global travel.

Preferred Qualifications:

  •  Experience leading EU-funded, Global Gateway, climate-smart agriculture, green growth, or sustainable trade programmes.
  •  Strong familiarity with EU market requirements, including EU Deforestation Regulation compliance, traceability systems, sustainability standards, and export-oriented value chains.
  •  Experience supporting blended finance, green finance, investment readiness, or private capital mobilization initiatives.
  •  Experience facilitating public-private dialogue, policy reform, and enabling environment strengthening.
  •  Prior experience working in Mozambique or Southern Africa strongly preferred.
  •  Experience engaging with agribusinesses, investors, development finance institutions, certification bodies, and industry associations.
  •  Demonstrated success implementing gender-integrated and youth-inclusive programmes.
  •  Experience leading adaptive management processes and strategic programme reviews.
