PRINCIPAL ACCOUNTABILITIES

Demonstrate leadership in worker safety rate, environmental compliance, process safety to meet corporate audit requirements.

  • Support deployment of Active Caring Safety framework.
  • Drive SZ operation team visibility and commitment to BSP activities and reporting.
  • Support appropriate deployment of wellness and fitness for duty programs as per regional plan.
  • Support and deploy improvements to core safety systems (Confined Space Entry, LOTO processes etc)
  • Identify, report and resolve Leading Indicators (BSP, audits, OPHR findings, MI activities) by eliminating the risk situation hence prevent incidents from occurring
  • Continue to report, investigate and fix the Lagging Indicators (near miss/incidents reporting) promptly and completely so as to prevent repeat of similar incidents in future.
  • Sustain Environmental performance through reaching reduction goals, deploying compliance system and ensuring permits are in place.
  • Collaborate with the Permitting team to obtain all required government operating permits for each new and existing AP facilities.
  • Collaborate with EH&S to audit the spill prevention plan at each site.
  • Review Process Safety Incidents and implement system wide improvements
  • Close all OPHR recommendations per corporate guidelines in time.
  • Continue deployment of MI programs (CSS White Book, Pressure Systems) per plan.
  • MI tasks completed on schedule or extensions approved via MOC.
  • Continue to improve processes for keeping Process Safety Information (PSI) updated:
  • Follow up P&ID management process and make sure all sites P&ID updated timely.
  • Collaborate with EH&S to develop and deploy process safety training per Asia PS training matrix.
  • Lead and support related department to apply or renewal operational permitting certificates.

Improve Community relations action planning, emergency response.

  • Work with EH&S to assess Site Emergency Plans at facilities with potential off-site impact. Ensure that off-site scenarios and their mitigation are adequately addressed.
  • Learn and familiar with company emergency response procedure and policy.
  • Interaction and set up good communication with local authority bureau.

Achieve productivity and asset management improvement target via

  • Focus on reducing discretionary expenditure.
  • Find cost reduction opportunity on external spending such as purchased material & services.
  • Focus on optimal operating conditions for reduced volumes needs.
  • Minimize/Eliminate Overtime.
  • Accelerate productivity projects with other department support.
  • Focus on our core activities only (safety, productivity, ops excellence, customer satisfaction)

Support plant maintenance

  • Review TAR frequency and extend cycle without affecting reliability & Safety.
  • Develop all sites punch list with maintenance team to execute maintenance during unscheduled S/D to minimize or eliminate TAR time.
  • Participate in plant FMEA.
Develop people
  • Assess strengths and weaknesses of reports and suggests training plans in consultation with HR department. HR is responsible for confirming the proposals and setting up the programs.
  • Offers on the job training and coaching through MyLearning; helps reports whenever necessary.
  • Set up annual job-related and competence-development-related targets with all reports.
  • Follow up on progress against targets and makes final annual performance appraisal of reports.

Skills Required

  • Proven leadership in worker safety, environmental compliance, and process safety (Confined Space Entry, LOTO)
  • Experience managing permits and collaborating with permitting and EH&S teams
  • Ability to investigate/report incidents and implement corrective actions for leading/lagging indicators
  • Knowledge of process safety information maintenance, P&ID management, and process safety training deployment
  • Experience in emergency response planning and community/local authority liaison
  • Proven ability to improve productivity, reduce costs, and minimize overtime
  • Familiarity with maintenance planning, TAR frequency review, punch-list execution, and participation in FMEA
  • People development skills: training plan creation, on-the-job coaching, target setting, and performance appraisal
