CACI seeks an experienced Product Management Transformation SME for a key leadership role supporting the United States Secret Service (USSS) contract within the Department of Homeland Security. This position enhances national security by leading the design, adoption, and institutionalization of modern product management practices, governance, and decision frameworks across the agency's OCIO product ecosystem.
You will bridge private-sector product discipline with federal governance, acquisition, and oversight—helping USSS shift from traditional project management toward outcome-based, user-centered, iterative product delivery aligned to mission needs. As a trusted advisor to agency leadership, program managers, and delivery teams, you'll transform how the agency defines, funds, builds, governs, and measures digital products and services.
This role combines hands-on product management (coaching Product Owners, shaping roadmaps, running discovery) with organizational change leadership (capability building, governance redesign, cultural adoption of agile/product operating models). Working with CIO leadership, division chiefs, mission stakeholders, acquisition teams, and delivery teams, you'll drive mission-critical transformation aligned with the 21st Century IDEA Act, OMB agile guidance, and agency IT modernization strategies.

Note: Primarily remote with possible regular onsite presence in Washington, D.C. Candidates within driving distance of D.C. encouraged to apply.
Responsibilities:

Lead product portfolio planning, roadmap development, prioritization, stakeholder alignment, and performance management across the OCIO ecosystem
Advise agency executives and program leadership on product management strategy, organizational design, and transformation sequencing
Develop and communicate product vision and transformation roadmap aligned with mission priorities and statutory/regulatory requirements
Identify and mitigate organizational, cultural, and procedural barriers to product-centric delivery
Serve as liaison between technical teams, business owners, acquisition staff, and agency leadership

  • Assess current maturity and design target-state product management operating model tailored to agency mission, governance, and workforce
  • Adapt planning, funding, procurement, and oversight processes (PPBE, IT investment review, Agile/DevSecOps SDLC) to support iterative product delivery
  • Ensure alignment with federal frameworks: 21st Century IDEA Act, Section 508, NIST/RMF security, and enterprise architecture standards

Product Management Execution-

  • Conduct user research, develop user stories, define acceptance criteria ensuring measurable improvements to mission outcomes
  • Partner with UX/design, engineering, data, and cybersecurity leads to balance user value, technical feasibility, and compliance/security
  • Oversee product backlogs, coordinate agile planning cycles, and facilitate cross-team collaboration

Metrics, Reporting & Performance Management-

  • Produce periodic status reports, executive briefings, and transformation scorecards
  • Monitor delivery team health, velocity, and outcomes; recommend course corrections
  • Manage risks and issues; maintain Risk & Issue Register and develop Product Transition Plans

Capability Building & Transformation-

  • Coach government product owners, program managers, and IT staff in product management, agile delivery, and user-centered design
  • Design and deliver training, workshops, and coaching programs; develop Government Product Owner Training Package
  • Establish communities of practice, playbooks, templates, and standard operating procedures
  • Mentor government staff, building internal talent to sustain the operating model
Support workforce design activities (roles, career paths, competency models)

Change Management & Continuous Improvement-

  • Execute transformation change management plan including stakeholder engagement, communications, training, and adoption metrics
  • Maintain Stakeholder Engagement Plan ensuring alignment with CIO leadership, division chiefs, mission operators, acquisition staff, and technical teams
