Location: Bucharest (Global Scope)
Reports to: Indirect IT Procurement Manager

Gross Salary Range: 200,000 – 240,000 RON Annual

Role Overview

We are seeking a tactical IT Procurement Specialist to procure and manage IT services required for daily business operations, project delivery, and digital transformation initiatives.

In this global role, you will support internal stakeholders by ensuring timely sourcing, contracting, and renewal of IT services. You will ensure alignment with business objectives and contribute to value creation, innovation, and sustainable supplier relationships across the IT services supply base.

Key Responsibilities

Sourcing / Contract Negotiation

• Participate in vendor sourcing, selection, and awarding processes for IT services.
• Manage procurement of IT services, including but not limited to:
  • IT consulting and professional services
  • Application development and maintenance
  • Infrastructure and cloud services
  • Managed services and outsourcing
  • IT support services
• Align sourcing activities with business requirements, project scope, and approved budgets.
• Evaluate vendor proposals, including cost structures (T&M, fixed price, managed services), and negotiate commercial and contractual terms.
• Lead contract renewals, extensions, and renegotiations to ensure continuity of services.
• Collaborate with IT and business stakeholders to define requirements, Statements of Work (SOW), and service scope.
• Identify opportunities for cost savings, service optimization, and supplier consolidation.

Procurement Operations

• Review and validate Purchase Requisitions related to IT services.
• Prepare and issue Purchase Orders in ERP systems, ensuring accuracy of scope, pricing, duration, and budget allocation.
• Secure required approvals prior to releasing POs to suppliers.
• Monitor service delivery milestones and support service entry and acceptance processes where required.
• Coordinate with Finance, suppliers, and internal stakeholders to resolve invoice discrepancies, payment issues, and contractual queries.
• Ensure proper linkage between contracts, SOWs, and POs.

Contract and Documentation Management

• Ensure procurement activities comply with internal procurement policies, approval workflows, and governance requirements.
• Maintain proper documentation of contracts, SOWs, amendments, and supplier records for audit and compliance purposes.
• Track and report procurement KPIs, including cost savings, supplier performance, contract utilization, and compliance.
• Support continuous improvement of IT services procurement processes, templates, and tools.

IT Teams (Infrastructure, Applications, Security, PMO), Finance, Legal, Regional Procurement Teams

External:
IT Service Providers, Consulting Firms

What You Bring

• Bachelor’s degree in Business, Finance, Management, Information Technology, or related field.
• 3–5 years of procurement experience, preferably in IT services, professional services, or consulting categories.
• Proven experience managing end-to-end procurement, including sourcing, contract negotiation, SOW management, and supplier relationship management.
• Strong understanding of IT services commercial models (T&M, fixed price, managed services, subscription-based services).
• Strong analytical, negotiation, and stakeholder management skills.
• Experience working in a global, matrix organization is preferred.
