Job Description
This pivotal role requires expertise in strategic sourcing, category management, and Network Operations procurement. The Manager will deliver innovative, cost-effective methodologies and possess exceptional commercial and contractual acumen to lead cross-functional sourcing initiatives.
Key Categories of Managed Spend
You will manage and lead sourcing for major, high-value categories, including:
Civil/Infrastructure Works & Equipment: Telecom Site Acquisition, Civil Works (Site Prep, Tower Erection, Shelters), Generators.
Installation & Commissioning Services (Telecom Equipment).
Site Equipment: Ancillaries, Microwave components.
OEM Sourcing: Hardware & Software.
Core Responsibilities
The responsibilities are focused on strategic impact and project execution:
Sourcing Strategy: Set long-term commercial strategic direction for third-party regional project requirements. Achieve assigned targets for margin improvement.
Contract & Risk Management: Negotiate high-value, complex contracts, ensuring "back-to-back" terms to minimize risk between customer and supplier agreements. Act as Subject Matter Expert (SME) on technical, legal, and contractual issues.
Technical Alignment: Partner with Engineering and PMO to translate technical needs into clear Scopes of Work (SOWs) for tenders. Conduct optimal supplier evaluations (commercial, technical, deployment).
Supply Base Development: Understand communication systems technical needs to optimally source equipment and services. Collaborate on developing a robust supply base and provide input to Global Category Managers on performance/strategy.
Cross-Functional Leadership: Develop a comprehensive understanding of regional needs. Engage with regional business teams and senior leadership on critical projects. Define governance standards.
Operational Excellence: Project-manage multiple simultaneous sourcing efforts. Use eProcurement systems for contract and PR approvals.
Basic Requirements
Education: Bachelor's degree (Supply Chain, Business, Law, IT, or related field) or equivalent experience.
Experience: 5+ years in Procurement, Category Management, or a directly relevant role.
Skills: Expert negotiation skills (financial, commercial terms, risk mitigation). Proven experience with the procure-to-pay (P2P) process.
Soft Skills: Demonstrated project management success. Strong sense of urgency and results-orientation. Excellent written and verbal communication in English and Portuguese. Creative problem-solver who can build relationships.
Attributes: Ability to manage multiple projects, set priorities, and exercise sound judgment in a fast-paced environment.
Preferred Experience
Experience with international procurement.
Relevant Data Protection / Privacy Management qualification.
