Overview:

Job Title: Procurement Manager

Location: Tampa, FL

(Due to the nature of the work and contract requirements, U.S. Citizenship is required.)


Description:

C3EL is seeking a detail-oriented and highly organized Procurement Manager to oversee acquisition activities in support of federal contracts. This position plays a critical role in sourcing, negotiating, and procuring goods and services in compliance with FAR/DFARS regulations, contract requirements, and internal policies. The ideal candidate will thrive in a fast-paced environment supporting defense and federal civilian agency customers.

Responsibilities will include, but not be limited to:

  • Develop and issue RFQs/RFPs to vendors and evaluate responses for price, delivery, and technical compliance.
  • Manage the full procurement lifecycle, from requisition through purchase order closeout, including cost/price analysis, source selection justification, and documentation.
  • Ensure all procurement actions are compliant with FAR, DFARS, and company procurement policies.
  • Negotiate terms and pricing with suppliers and subcontractors.
  • Maintain accurate procurement records and documentation to support audits, contract deliverables, and internal reviews.
  • Coordinate with Program Managers, Contracts, Finance, and Operations to ensure timely and cost-effective acquisition of materials and services.
  • Assist in developing and managing vendor relationships, including tracking supplier performance and addressing non-compliance issues.
  • Prepare and process purchase orders using Unanet or other ERP systems.
  • Support subcontractor onboarding, including NDAs, TAs, and flow-down requirements.
  • Monitor and report on procurement metrics, deliverables, and status updates to leadership.
  • Participate in proposal development and pricing efforts as needed, including collection of vendor quotes and cost support.

Minimum Qualifications:
  • 3–7 years of experience in procurement, contract administration, or supply chain roles—preferably in a federal contracting environment.
  • Strong negotiation, communication, and organizational skills.
  • Experience supporting DoD or federal civilian agencies.
  • Familiarity with FAR/DFARS regulations and federal procurement best practices.
  • Proficiency in Microsoft Excel and Word.
  • Demonstrated ability to manage multiple procurement actions and meet tight deadlines.
  • U.S. Citizenship.

Desired Qualifications:
  • Experience using Unanet for procurement and financial workflows.
  • Experience managing small business and large business suppliers in compliance with small business subcontracting goals.
  • Certified Professional in Supply Management (CPSM), Certified Federal Contracts Manager (CFCM), or similar credential.
  • Knowledge of IT/AV equipment or integration projects.

Education
  • Bachelor’s degree in Business, Supply Chain Management, Finance, or related field, or equivalent experience.
