This dual-role position integrates procurement excellence with financial accountability, supporting organizational transparency, sustainability, and program success. The Officer manages end-to-end procurement and financial processes, ensuring alignment with BCAI policies, donor requirements, and internal controls. By collaborating closely with Finance, Program, and Admin teams, the Officer enables seamless integration of procurement and financial operations, driving accountability and operational resilience.

Responsibilities: 
- Develop and execute procurement plans aligned with project timelines and organizational needs 
- Lead end-to-end procurement processes including vendor selection, bidding, contract management, and delivery oversight 
- Maintain a qualified vendor database with due diligence and performance monitoring 
- Prepare and manage procurement documentation (PRFs, POs, contracts, bid evaluations) 
- Conduct market research and price benchmarking to ensure cost-effective procurement 
- Monitor procurement budgets and support cost-efficiency initiatives 
- Ensure accurate recording, tracking, and asset registration of procured items 
- Maintain audit-ready procurement and financial records (digital and physical) 
- Process financial transactions, including payments, receipts, journal entries, and payroll 
- Conduct monthly bank reconciliations and resolve discrepancies promptly 
- Monitor cash flow and ensure liquidity for operations and projects 
- Track project expenditures against budgets and provide regular financial performance updates 
- Prepare financial reports for management and donor compliance (monthly, quarterly, annual) 
- Support budget development, revisions, and donor reporting 
- Ensure all expenditures comply with donor, statutory, and organizational policies 
- Assist in internal and external audits by providing documentation and implementing recommendations 
- Provide financial and procurement guidance to program teams and staff
