About our Youth Employment Work:

Restless Development is implementing an inspiring  youth employment portfolio designed to improve the economic resilience and livelihoods of young people by expanding their access to dignified and fulfilling work, entrepreneurship opportunities and inclusive financial services. Working across 13  Districts in Karamoja sub region, Eastern, West Nile, Western Uganda, and in central region. Our approach places young people at the center of programme design and delivery while strengthening the local systems that support dignified and fulfilling work. Our work equips young women and men with market relevant technical, entrepreneurial, and financial capabilities while connecting them to employers, markets, business development services and affordable financial products. We work through  youth-led organisations to create coordinated pathways  that support young people to transition successfully into employment, self-employment and enterprise growth.

Beyond supporting individual young people, we invest in strengthening the capacity of youth-led organisations and youth-led enterprises to deliver high quality employment pathways, promote youth leadership, and influence policies and systems that shape youth economic opportunities.Through this integrated approach, we are building stronger inclusive employment eco-systems that enable young people, particularly young women, refugees and young  people with disabilities to access dignified and fulfilling work

About the Role

The Human Resources Coordinator will support the effective implementation of Human Resources functions across Restless Development Uganda, with a focus on our livelihood Programme and wider organisational staff. The role will provide support in recruitment and selection, job description development and review, staff induction, performance management processes, and employee lifecycle management in collaboration with programme managers and supervisors.

The role will also be responsible for strengthening compliance with organisational policies, managing staff exits, and supporting the implementation of legal and regulatory HR requirements. In addition, the Human Resources Coordinator will play a key role in promoting organisational culture, mitigating conflicts of interest, and ensuring adherence to Restless Development’s code of conduct, safeguarding standards, and values across all staff.

Key responsibilities

Key Roles and Responsibilities

1. Strategic HR Support, Recruitment and Employee Lifecycle Management

  • Support the implementation and continuous improvement of HR systems, processes, and tools across Restless Development Uganda and programme teams.
  • Contribute to workforce planning processes by supporting managers to identify staffing needs, job design, and role clarity aligned to programme delivery requirements.
  • Support end-to-end recruitment processes including job description development and review, advertising, shortlisting, interviews, and selection in collaboration with hiring managers.
  • Coordinate onboarding and induction processes to ensure smooth integration of new staff into the organisation and programmes.
  • Manage employee lifecycle processes including confirmations, contract amendments, transfers, and staff exits in line with organisational policies.
  • Maintain accurate and up-to-date HR data and personnel records to support reporting, planning, and decision-making.

2. Performance Management and Staff Development Support

  • Support the implementation of performance management systems, including probation reviews, performance appraisals, and performance improvement plans.
  • Work with managers and supervisors to ensure consistent and effective application of performance management processes across programmes.
  • Contribute to the development and strengthening of staff learning and development initiatives in collaboration with the People & Culture team.
  • Support coordination of training, capacity-building, and staff development activities.

3. HR Compliance, Legal and Policy Administration

  • Ensure compliance with labour laws, organisational policies, donor requirements, and HR best practices.
  • Support implementation, monitoring, and periodic review of HR policies, procedures, and internal controls.
  • Manage HR documentation including contracts, statutory requirements, and regulatory compliance records.
  • Support risk management related to HR processes, including contract compliance and employment-related legal issues.

4. Organisational Culture, Conduct and Employee Relations

  • Promote and uphold Restless Development’s values, safeguarding standards, code of conduct, and ethical principles across all staff.
  • Support management of employee relations issues, including conflict resolution, disciplinary processes, and grievance handling in line with policy.
  • Lead efforts to identify and mitigate conflicts of interest and promote ethical workplace behaviour.
  • Support initiatives that strengthen organisational culture, staff engagement, and a positive working environment.

5. Others responsibilities 

  • Other duties as required, including occasional work on weekends for which time off in lieu (TOIL) can be taken.

Essential

  • Bachelor’s degree in Human Resource Management, Business Administration, Organisational Psychology, Social Sciences, or a related field.
  • At least 3–5 years’ experience in Human Resources management within the NGO or development sector in Uganda.
  • Strong experience in recruitment and selection processes, including job design, job description development, interviewing, and onboarding.
  • Experience supporting performance management systems, including appraisals, probation management, and staff development processes.
  • Good understanding of Ugandan labour laws, HR compliance requirements, and employment regulations.
  • Experience managing employee records, HR databases, and personnel documentation systems.
  • Demonstrated experience in employee relations, including conflict resolution, disciplinary processes, and grievance handling.
  • Strong organisational skills with the ability to manage multiple HR processes and priorities.
  • High level of integrity, confidentiality, and professionalism in handling sensitive HR information.
  • Strong communication, interpersonal, and stakeholder management skills.
  • Proficiency in Microsoft Office applications and HR information systems.

Desirable

  • Postgraduate qualification in Human Resource Management or related field.
  • Experience working on donor-funded programmes, particularly youth-focused or consortium-based projects.
  • Experience supporting HR policy development, review, or organisational restructuring processes.
  • Membership with the Chartered Institute of Human Resource Management (CIPD equivalent or local HR professional body i.e HRMAU).
  • Experience working in a multi-programme or multi-partner NGO environment.
  • Understanding of safeguarding and code of conduct frameworks within development organisations.
