OSP Project Manager, Splicing - San Antonio, Texas

Zayo is seeking an OSP Project Manager, Splicing for Texas to be responsible for end to end splicing, testing and delivery of metro and long haul customer fiber optic routes in the Texas markets (primarily San Antonio) in coordination with Fiber Engineering, Construction, Service Delivery and Financial teams.

**The team will only consider candidates that reside in the San Antonio, TX area. The role may have occasional travel to Austin.

Responsibilities:

• Daily management of splicing vendors across multiple projects to expedite the splicing and testing of fiber optic metro and long haul routes. Ability to read and assess ODTRs, using EXFO/Fast Reporter,

• Assess and validate requirements (routing, fiber counts, hut spacing, etc.) for new route planning to ensure route objectives are clearly defined and meet stakeholder requirements.

• Coordinates access to customer and network points of presence for fiber splicing and testing vendors.

• Provides specialized telecommunications technical expertise related to fiber optic splicing & testing.

• Collaborates with internal project managers to refine project schedules and budgets. Actively manage schedule and budget throughout project execution.

• Provides direct interface with customers, subcontractors, jurisdictional authorities and interoffice personnel. Supports customer meetings as necessary.

• Oversees procurement of equipment and materials required for project implementation. Actively monitor material stock and order lead times to negate material delays.

• Proactively identify and mitigate project risks and develop contingency plans.

• Conduct construction resource planning to ensure project objectives are met.

• Develop RFPs for the splicing & testing of routes. Manage the RFP process and negotiate with bidders to ensure the lowest qualified awards are made. Diligently manage the contract terms throughout the life of each contract.

• Provide project-level reporting including regular updates to our key customers.

• Ensure routes are delivered on time, on budget and as per construction standards.

• Deliver splicing documents to the support teams in a timely manner to ensure route is properly documented.

• Review and approve testing packages and project documentation for consistent delivery to customers.

• Coordinate and collaborate with the OSP teams within the regions to ensure alignment between metro and long haul projects and local objectives.

• Perform on-site surveys and attend field meetings required to ensure projects meet the delivery/ commitment dates identified.

• Occasionally to meet with various municipalities and vendors to review project scope and to ensure positive communication is maintained.

Qualifications:

• Bachelors’ Degree preferred.

• Minimum of five (5) years in the telecommunications industry with outside plant, fiber optics, telecommunication architectures, optical transport equipment, and project management experience.

• Must have three (3) years familiarity with all types of outside plant construction and experience managing large capital projects.

• Strong experience with fiber optic cable splicing, testing and analysis.

• Familiar with Email, MS Excel, Word, Google Earth and AutoCad.

• Must be able to manage multiple aggressive RFP and design construction schedules and responses.

• Must be able to understand and read construction and fiber splicing documents.

• Familiar with all facets of OSP management, including quoting, construction and delivery.

• Must possess a valid driver’s license and is expected to drive as required.

• Ability and willingness to participate in on call schedule to respond to network outages and emergency restoration activities.

Estimated base pay range: $66,500 - $95,000 USD/annually.

The base pay range shown is a guideline and reasonable estimate for this role. It takes into account the wide variety of factors that are considered in making compensation decisions. Actual compensation offered may vary from the posted range based upon geographic location, work experience, skill level, certifications, and other business and organizational needs. Non- sales roles may be eligible to participate in a discretionary annual incentive plan. Sales roles may be eligible to participate in a sales incentive plan.
