What’s the opportunity?

We are looking for an Operations Manager to join our Operations team.  As the Operations Manager, you will establish and lead the Malta-based Operations function. Your primary objective is to provide robust oversight and governance of outsourced Group Operations and Treasury functions, specifically focusing on client funds processes impacting the Malta entity. You will ensure that all outsourced activities are fully understood, monitored, and compliant with local and international regulatory standards.

What I'll be doing?

  • Governance & Outsourcing oversight
  • Develop and maintain a comprehensive oversight framework for Group-outsourced Operations and Treasury processes related to client funds.
  • Maintain a detailed Outsourcing Inventory and ensure all arrangements include clear SLAs, KPIs, and robust change control mechanisms.
  • Develop and monitor Exit Provisions and business continuity plans for outsourced functions.
  • Ensure all outsourcing frameworks align strictly with EBA Guidelines on Outsourcing and DORA (Digital Operational Resilience Act) for ICT-related components.

  • Client Funds & Treasury Management
  • Own the Malta function’s responsibility for overseeing merchant pay-ins and pay-outs for dLocal Limited.
  • Monitor Treasury operations to ensure liquidity and processing efficiency meet all Merchant SLA commitments.
  • Act as the primary escalation point for operational bottlenecks or failures within the client funds lifecycle.

  • Assurance & Risk Management
  • Verify that Group-level processes satisfy local Malta-specific regulatory requirements.
  • Collaborate with the "Finance & Operations Assurance" lead to conduct regular reviews of operational controls and reporting accuracy.

What skills do I need?

  • Must be a Pre-Qualified (PQ’d) individual, ideally within Accountancy, Finance, or a related regulatory field.
  • Proven experience in Operations Management within the Financial Services or FinTech sectors, specifically dealing with EMI (Electronic Money Institution) or Payment Service Provider frameworks.
  • Deep understanding of MFSA requirements, EBA Outsourcing Guidelines, and DORA.
  • Familiarity with Treasury management systems, client fund safeguarding protocols, and automated payment flows.
  • Strong leadership capabilities with the ability to influence stakeholders at both the local Board level and Group level.
  • Fluent in English; Knowledge of Spanish is a plus
