Our mission is to deliver unbiased, impactful risk expertise that drives better business outcomes. Within RQA, the APAC Operational Risk team works across business, technology and control functions to provide independent operational risk oversight and challenge.

We actively engage in discussions on career growth and work with team members to connect their personal passions and strengths with our purpose.

Your role and impact

This role is based in Japan and is part of the APAC Operational Risk team within RQA. You will support the ongoing enhancement and execution of BlackRock’s Operational Risk Management Framework across APAC and serve as a key Operational Risk representative for the Japan business.

You will provide independent oversight and constructive challenge, applying sound judgment to help identify, assess and manage operational risks. By building effective partnerships across business, technology and control functions, you will support business growth and strategic initiatives.

Your responsibilities

In every role at BlackRock, you'll be expected to apply sound judgement and critical thinking to solve complex problems, adapt as the business evolves, and combine the curiosity to explore new approaches and technologies with the rigor to challenge the results. The scope of this role also includes the following responsibilities:

  • Support the implementation and ongoing enhancement of BlackRock’s Operational Risk Management Framework across APAC, driving consistent execution of global and regional risk initiatives and alignment with regulatory expectations and global standards.
  • Partner with business, technology and control functions to execute Risk and Control Self-Assessments (RCSAs), risk assessments and thematic reviews, while monitoring emerging risks and maintaining accurate operational risk profiles.
  • Provide independent risk oversight and constructive challenge for new products, business initiatives, process changes and strategic projects, supporting informed decision-making and appropriate risk management.
  • Act as a primary point of escalation for operating events, partnering with the business to assess impacts and root causes, oversee remediation and identify opportunities to strengthen controls.
  • Prepare and communicate clear, actionable risk insights for governance forums and senior stakeholders, and represent Operational Risk in management committees, working groups, regulatory discussions and other stakeholder engagements.
  • Promote a strong risk culture through engagement, training and awareness, collaborating with global, regional and local risk teams to deliver regulatory commitments and enterprise-wide risk priorities.

Your experience

  • Demonstrated experience in operational risk, audit, compliance, technology risk, controls, or related risk management disciplines within financial services, with a strong understanding of operational risk and control frameworks.
  • Practical experience with operational risk management, including governance processes, risk and control assessments, operating event management, and risk assessment methodologies.
  • Sound judgment and strong stakeholder-management skills, with the ability to build trusted relationships while providing timely, constructive and independent risk challenge.
  • Excellent written and verbal communication skills in English, with the ability to distill complex risk issues into clear, actionable insights for a range of audiences, including senior management.
  • A proactive approach and strong sense of ownership and accountability, with the curiosity to identify opportunities to strengthen risk oversight and the adaptability to work effectively in a changing business environment.
  • An innovative mindset and willingness to adopt new technologies, including artificial intelligence (AI)-enabled tools, where appropriate to enhance operational efficiency and effectiveness.

What We Do

As the world’s largest asset manager, BlackRock partners with investors around the globe to help them (and those on whose behalf they invest) plan for life’s most important goals – like retirement, home ownership and their children’s education. Our clients range from governments, foundations and other large institutions to those investing on behalf of individuals, including firefighters, nurses, teachers and factory workers. BlackRock was founded with the idea of creating a better asset management firm — one that was purpose-driven, focused on clients and risk management, and propelled by data and technology. Our breakthrough Aladdin® platform is BlackRock’s technological backbone, helping investors see and manage their whole portfolios in one place – from constructing investments to monitoring risk and executing trades. Used by hundreds of external institutions around the world, Aladdin combines powerful analytics and a common language to help investment teams make faster, more informed decisions across public and private markets. It’s a key part of our business and one of the reasons we’re trusted to manage more assets than any other investment manager today. At BlackRock, we challenge conventions and raise the bar for what’s possible. We harness technology to unlock new solutions, simplify complexity, and deliver investment strategies that meet people where they are. Whether it’s retirement planning, wealth building or navigating market shifts, we’re here to help clients invest more easily, more affordably and with more choice as we chart a path toward financial well-being together.
