The manager will oversee four core disciplines: Capacity Management, Performance Management, Data Management, and Problem Management, ensuring the reliability, availability, resilience, and operational efficiency of a complex global network.

Primary Responsibilities

  • Lead, mentor, and manage technical teams responsible for Capacity, Performance, Data, and Problem Management.
  • Establish priorities, manage workloads, develop team capabilities, and ensure timely delivery of contractual and operational requirements.
  • Oversee network capacity planning, utilization analysis, forecasting, and resource optimization across DISN infrastructure.
  • Establish thresholds, trending methodologies, and predictive indicators to identify potential congestion and capacity constraints.
  • Establish and maintain key performance indicators (KPIs), performance baselines, operational thresholds, and dashboards.
  • Identify performance degradation and emerging trends, coordinating corrective actions to improve network reliability.

  • Guide development of dashboards, analytics, visualization, and automation capabilities supporting operational decisions.
  • Coordinate with data engineering teams to improve data quality and streamline reporting workflows.
  • Lead proactive and reactive Problem Management activities to identify recurring issues, reduce service degradation, and prevent future incidents.
  • Oversee root cause analysis, corrective action tracking, and long-term problem resolution.
  • Identify gaps between reported network performance and customer service experience, recommending improvements to service assurance and reporting.
  • Prepare and deliver executive briefings, network health assessments, operational reports, and strategic recommendations.
  • Champion automation initiatives across all four NPR disciplines to improve efficiency, reliability, and operational effectiveness.

Basic Qualifications

  • Bachelor's degree in Information Technology, Computer Science, Engineering, Telecommunications, or a related discipline and 8–12 years of relevant experience. Additional experience may be considered in lieu of a degree.

  • Experience with network monitoring, performance analytics, and reporting platforms such as Kibana, DXNetOps, Juniper NorthStar, Splunk, or comparable technologies.
  • Proven ability to communicate effectively with technical teams, senior leadership, and government customers.
  • Strong leadership, team-building, collaboration, and presentation skills, with the ability to work independently and manage competing priorities.

Preferred Qualifications

  • Experience supporting DISA, DISN, DoD enterprise networks, or comparable large-scale service provider environments.
  • Knowledge of ITIL v4 practices, particularly Capacity and Performance Management, Problem Management, Monitoring and Event Management, Service Level Management, and Continual Improvement.
