Description

We are currently seeking to hire a Mate aboard the Range Support Craft 2 (RSC-2) to support safe vessel operations, oversee crew and deck evolutions, and ensure mission readiness under the direction of the vessel Master. This position requires a strong understanding of maritime operations, navigation, safety standards, and the ability to lead and communicate effectively with both government stakeholders and internal teams.

The RSC-2 is a 114-foot aluminum vessel providing mobile range services to the Pacific Missile Range Facility (PMRF) Detachment Far East at Naval Base Guam, supporting U.S. Navy training and operational exercises throughout the Marianas Island Range Complex.

The Mate will assist in the safe navigation and operation of the vessel, supervise deck crew, coordinate maintenance and repair tasks, and support mission execution. This role requires the ability to perform duties with minimal oversight, ensuring all aspects of deck and watch standing operations are conducted in compliance with U.S. Coast Guard, Navy, and company standards.

The RSC and MPC vessels will be maintained and berthed at Naval Base Guam, Apra Harbor. The vessel will be operated in the Marianas Island Range Complex to support military training exercises.

  

Primary Duties and Responsibilities

· Stand watch and serve as Officer of the Deck (OOD) underway, maintaining full situational awareness and operational readiness.

· Assist the Master in all navigational duties, voyage planning, and safe operation of the vessel.

· Lead deck operations include towing, small boat launch and recovery, line handling, crane evolutions, and anchoring.

· Maintain detailed logs and reports including deck maintenance, navigation, and voyage records.

· Supervise and train deck crew in seamanship, safety, and maintenance procedures.

· Ensure compliance with safety protocols and environmental regulations at all times.

· Coordinate preventive and corrective maintenance of deck equipment and safety gear.

· Assist in inspections, drills, and audits including fire, man overboard, abandon ship, and NAVOSH compliance.

· Liaise with the Port Engineer or Port Captain for technical issues, maintenance support, and material condition reports.

· Participate in pre-mission planning meetings, range briefings, and post-operation reviews.

· Provide input for Standard Operating Procedures (SOPs), safety documentation, and daily operational schedules. 

Requirements

Licensing and Certifications:

· USCG Master 500 GRT Near Coastal (minimum) required.

· Radar Observer Unlimited and current STCW certifications required.

· FCC Marine Radio Operator Permit preferred.

· Valid TWIC and MMC with applicable endorsements.

Education & Experience:

· High school diploma required; associate degree or higher in marine transportation or related field preferred.

· Minimum of 5 years as Master or Mate aboard vessels of at least 100 feet, with experience in government or DoD operations preferred.

· Strong working knowledge of CFRs, NAVOSH, USCG inspections, and vessel documentation requirements.

· Experience operating vessels in support of military or scientific missions in open ocean and near-shore environments.

· Familiarity with underway replenishment, towing, small craft operations, and working with support targets is preferred.

Skills:

· Proven leadership in managing crew, operational timelines, and mission success.

· Proficiency in electronic navigation systems (ECDIS, radar, GPS), maintenance logs, and Microsoft Office applications.

· Ability to lift up to 50 lbs and work in physically demanding environments.

· Strong written and verbal communication skills for clear reporting and mission coordination.

Additional Requirements:

· U.S. Citizenship required.

· Must be able to obtain and maintain a SECRET DoD Security Clearance.

· Valid state driver’s license; must qualify under company’s vehicle insurance policy.

· Must pass a pre-employment drug screening.

· Willingness to travel as needed to support operations, including potential CONUS/OCONUS locations.
