The NYISO’s Market Structures department invites applications for a full-time Market Design Specialist to join the Capacity and New Resource Integration team.
The Market Design Specialist will act as a technical expert in the design, modification, and implementation of market rules for the NYISO’s market products. They will work collaboratively with internal and external NYISO stakeholders to facilitate and support the research and design of new market rules and products and develop enhancements to existing market rules and products. They will assist in the development of new business processes, market rules, and tariff changes. The Market Design Specialist will lead the development of business requirements to implement new market designs. They will present proposals for new and evolving market designs and rules to NYISO stakeholders, including internal NYISO staff, senior management, market participants, and others. They will act as the primary point of contact between market participants and internal NYISO stakeholders. They will support project teams with the implementation of market designs.
Successful candidates will be self-motivated professionals who display effective leadership in a team-based environment. They will have prior experience managing multiple competing priorities and vendor relationships. They will be expected to develop a clear understanding of the NYISO’s decision-making process and demonstrate the ability to anticipate and address organizational and team needs. They will possess good judgment, communication, problem-solving and decision-making skills.
ESSENTIAL DUTIES and RESPONSIBILITIES
- Analyze NYISO markets to identify potential market design flaws and opportunities for improvements in both market effectiveness and Such analysis will focus on market outcomes as they relate to various system conditions, market participant behavior, reliability needs and public policies.
- Gather, organize, summarize, distribute, and act upon expert feedback from internal NYISO subject matter experts, NYISO consultants, and external
- Analyze market evolution recommendations to determine their feasibility and their potential effectiveness to achieve desired
- Lead the development of product-based solutions to problems identified or recognized needs for increased functionality or
- Prepare presentations for and collect information and perspectives from discussions with market stakeholders.
- Prepare market design concept reports including conclusions from analysis and recommendations for solutions.
- Perform assessments and compile results of impacts to New York consumers from new market solutions.
- Facilitate the negotiation of complex rule changes, which often have significant system impacts and may require repeated discussions with stakeholders who have differing
- Fully develop campaign strategies to move controversial solutions through stakeholder
- Write and review draft tariff modifications, memos to the Board of Directors, and tariff filing
- Frequently interact with and support the business analysts who document detailed business and software requirements in support of the market design
- Ensure that the market vision, market design documents, annual master plan, and product plans remain current and reflects future design opportunities under
- Present market design proposals, project statuses, and reports to NYISO senior
- Support NYISO Strategic and Business Plan
- Develop understanding of the NYISO regulatory structure including NYISO governance, NYISO tariffs, agreements and
- Possess an understanding of the processes used to evolve the NYISO’s market designs and how those evolutions work towards the NYISO Mission and
- Review, assess and develop summary reports of market design features of other ISO/RTO
- Act as the primary point of contact between market participants, market design, and business
- Represent NYISO in industry forums and conferences as an independent, unbiased source of information on the design and operation of the wholesale markets in New
- Support system design and functionality for evolving market designs in order to ensure software and business processes are consistent with the intent of market rule
EDUCATION
Bachelor’s Degree in Engineering, Operations Research, Finance, Economics or other related technical field required. Knowledge of Power Systems Engineering and/or Economics is preferred. Master’s Degree strongly preferred or equivalent combination of education and experience.
EXPERIENCE
Two years NYISO experience or three years of energy industry or professional experience, including ISO-specific experience, strongly preferred. demonstrated understanding of power industry and/or commodity markets; business experience in electric power systems or wholesale electric markets desired; or an equivalent combination of education, training and experience.

WORK ENVIRONMENT
