Role Summary
The Payroll & HR Operations Manager is responsible for managing the day-to-day delivery of Payroll and HR Operations services across APAC. This role ensures payroll is processed accurately and on time while overseeing employee lifecycle transactions, HR administration, employee data management, and benefits administration.
The successful candidate will partner with HR, Finance, and business stakeholders to ensure compliant, efficient, and customer-focused service delivery while driving continuous improvement and maintaining a positive employee experience.
Key Responsibilities
Payroll & HR Operations
  • Manage the delivery of Payroll and HR Operations services across multiple APAC countries.
  • Ensure accurate and timely payroll processing in compliance with local legislation and company policies.
  • Oversee employee lifecycle transactions, including onboarding, transfers, promotions, employee data changes, and offboarding.
  • Manage employee records and HR data to ensure accuracy, integrity, and confidentiality.
  • Support benefits administration and coordinate with external vendors as required.
  • Ensure operational KPIs and service level agreements are met.
Service Delivery & Continuous Improvement
  • Identify and implement process improvements to enhance efficiency, service quality, and employee experience.
  • Maintain and update standard operating procedures and process documentation.
  • Support HR system enhancements, testing, and implementation activities.
  • Resolve complex payroll and HR operations issues escalated by employees, managers, and stakeholders.
Compliance & Risk Management
  • Ensure compliance with payroll regulations, employment legislation, tax requirements, and internal policies.
  • Maintain effective operational controls and support internal and external audits.
  • Monitor and mitigate operational risks while ensuring adherence to established procedures.
Stakeholder & Vendor Management
  • Build strong working relationships with HR, Finance, Legal, and business leaders.
  • Manage relationships with payroll providers, benefits vendors, and other third-party service providers.
  • Support regional HR initiatives, projects, and organizational changes as required.
People Leadership
  • Lead, coach, and develop Payroll and HR Operations team members.
  • Manage team performance, workload allocation, and employee development plans.
  • Foster a culture of collaboration, accountability, customer service, and continuous improvement.
Requirements
  • Bachelor's degree in Human Resources, Business Administration, Finance, or a related field.
  • 7+ years of experience in Payroll, HR Operations, Shared Services, or HR Administration.
  • 3+ years of people management experience, preferably supporting multiple countries.
  • Strong understanding of payroll processes, employee lifecycle administration, and HR operations.
  • Working knowledge of employment legislation, payroll compliance, and HR controls.
  • Experience managing vendor relationships and service delivery performance.
  • Experience with HRIS and payroll systems; Workday experience preferred.
  • Strong analytical, problem-solving, and organizational skills.
  • Excellent stakeholder management and communication skills.
  • Fluent in English, both written and spoken.

Skills Required

  • Bachelor's degree in Accounting, Finance, Business Administration, or related field (or equivalent experience).
  • Minimum of 5 years payroll experience in PH (in-house payroll) and other APAC countries, including leadership experience.
  • Strong knowledge of payroll regulations, tax compliance, and government reporting requirements.
  • Experience with payroll and timekeeping systems (e.g., Workday, ADP, SAP, or similar).
  • Proven ability to lead, coach, and manage payroll teams and operations effectively.
  • Track record of identifying and implementing process improvements and change initiatives.
  • Ability to thrive in a fast-paced, high-volume work environment.
  • Strong problem-solving, English communication, and stakeholder management skills.
  • Willingness to work onsite three days per week in W Fifth Avenue (W5th), BGC, Taguig.
