The CESO program is seeking a Jira Administrator with extensive experience supporting self-hosted Atlassian environments. The ideal candidate will bring expertise configuring Jira and Confluence, optimizing workflows, implementing automation, supporting data migrations, and ensuring process governance in highly collaborative, agile‑driven environments.
Primary Responsibilities
• Analyze and document current Jira and Confluence configurations to identify areas for workflow and process improvement.
• Administer Jira, Confluence, and associated plugins including ScriptRunner and Jira Automation.
• Manage user accounts, groups, permissions, and security audits across large, multi‑team environments.
• Perform system administration tasks such as backups, re-indexes, patching, upgrades, and plugin management.
• Test new versions of Atlassian applications and plugins, ensuring compatibility and stability.
• Build custom dashboards, filters, automation rules, and reporting solutions to support stakeholders and program leadership.
• Support and/or lead Atlassian environment migrations, consolidations, and integrations.
• Improve and maintain Jira and Confluence security through regular audits and governance controls.
• Create and maintain documentation including workflow diagrams, system configurations, CONOPS, and user guides.
• Provide training, knowledge‑sharing, and consultation to internal teams and external partners.
• Partner with stakeholders to align Jira processes with Agile methodologies and cross‑functional collaboration.
• Utilize Jira data for analytics, performance tracking, and incident management reporting.
Basic Qualifications
• Bachelor’s degree and 8+ years of relevant experience, including Atlassian experience across federal and commercial organizations. Additional experience may be considered in lieu of degree
• Active DoD TS/SCI security clearance.
• 3+ years administering Jira and Confluence in enterprise environments, including workflow design, automation, permissions management, and plugin administration.
• Experience designing custom dashboards, filters, and JQL queries.
• Experience performing system backups, audits, re-indexes, and documenting SOPs.
• Experience performing Atlassian installations, upgrades, migrations, and environment consolidations.
• Experience integrating Atlassian tools with AWS environments.
• Strong analytical, communication, and stakeholder‑engagement skills, including the ability to translate highly technical concepts for diverse audiences.
• Experience supporting agile delivery environments (Agile, SAFe).
• IAT Level II Certification
Preferred Qualifications
• Advanced JQL experience.
• Experience supporting large federal programs and advising government stakeholders on Atlassian best practices.
• Experience monitoring Atlassian infrastructure hosted on AWS.
• Experience developing documentation, training content, and architecture diagrams for enterprise users.
• Experience with Active Directory administration.
