International Procurement Project Manager (French Speakers Preferred)
One Federal Solution is seeking an International Procurement Project Manager to support the Millennium Challenge Corporation (MCC) within the Program Acquisition & Assistance (PAA) Practice Group. The selected individual will lead contractor personnel supporting international procurement operations and serve as the primary point of contact between MCC and the contractor team. This position is responsible for overseeing project execution, ensuring high-quality deliverables, supporting procurement policy development, providing technical guidance, and assisting MCC partner countries with procurement operations in accordance with MCC policies and international donor-funded procurement standards.
International Procurement Project Manager Tasks and Duties:- Serve as the primary point of contact between MCC and the contractor team.
- Manage overall project execution, staffing, scheduling, resource allocation, and performance.
- Develop and maintain project schedules, work plans, status reports, and other project documentation.
- Oversee project deliverables and ensure quality assurance and quality control standards are consistently met.
- Coordinate and support international procurement activities for MCC-funded programs and partner countries.
- Provide technical guidance on procurement policies, procedures, guidance documents, and standard bidding documents.
- Support the development and implementation of procurement tools, templates, and best practices.
- Coordinate and facilitate procurement-related meetings, workshops, training sessions, and technical assistance activities.
- Monitor project risks, identify issues, and recommend corrective actions to ensure successful project execution.
- Collaborate with procurement subject matter experts supporting infrastructure, information technology, and international development projects.
- Support market outreach initiatives and procurement planning efforts.
- Prepare reports, presentations, and other documentation for MCC leadership.
- Ensure compliance with MCC procurement policies, procedures, and contractual requirements.
- Perform other project management and procurement support duties as assigned.
- Bachelor's degree in Business Administration, Public Administration, Procurement, International Development, Project Management, Engineering, Economics, or a related field.
- Minimum of 15 years of progressive experience managing procurement, acquisition, international development, or related government programs.
- Demonstrated experience managing complex, multi-disciplinary projects involving multiple stakeholders.
- Experience serving as the primary interface with senior government officials, clients, and project teams.
- Experience managing project schedules, staffing, budgets, deliverables, performance metrics, and project risks.
- Strong leadership, organizational, analytical, and problem-solving skills.
- Excellent written, verbal, and interpersonal communication skills.
- Ability to work independently while managing multiple priorities in a fast-paced environment.
- Proficiency with Microsoft Office Suite.
- Experience supporting international donor-funded procurement programs, such as the Millennium Challenge Corporation (MCC), World Bank, Asian Development Bank (ADB), African Development Bank (AfDB), USAID, or similar international development organizations is highly preferred.
- French language proficiency is highly preferred.
- Ability to travel domestically and internationally as required.
- Primarily remote.
- Periodic work may be performed at Millennium Challenge Corporation Headquarters in Washington, DC.
- Travel to MCC partner countries may be required.
- Up to four (4) one-week trips annually to Washington, DC.
- Up to two (2) one-week trips annually to MCC partner countries.
Compensation is competitive and will be based on the candidate's qualifications, experience, and overall fit for the position.
