Job purpose
The Head, Strategy and Operations is responsible for the oversight of Cox Talent Acquisition "CTA" infrastructure and centralized support including the PMO, scheduling team, candidate experience, vendor management, compliance, process documentation, reporting and insights. This role will oversee the tools, contracts, methodology, measurement and change management of WHAT we do.
Reporting to the VP, Talent Acquisition, this role requires an innovative and experienced self-starter with the confidence and capability to guide and shape the overall strategy of CTA. The leader in this role must have a track record of successfully managing large-scale initiatives, standing up key teams and functions, and holding accountable multi-level stakeholders in a diverse, distributed organization with a broad portfolio, in a complex change management environment.
Duties and responsibilities
Role Specific Responsibilities:

  • Create and oversee the execution of CTA's overall operational strategy in collaboration with the Senior Leadership Team
  • Conduct market research and analysis to identify best in class trends, opportunities, and risks.
  • Monitor competitive activity to inform strategic decision making
  • Facilitate the creation and tracking of KPIs to measure CTA's performance and impact on the business (i.e. diversity metrics)
  • Identify cost or resource impacts based on strategic initiatives and projects
  • Lead transitional efforts for M&A activity
  • Oversee insights and analytics team responsible for the creation and maintenance of all reporting for CTA support including market intelligence, predictive analytics and performance
  • Chief liaison with HRTS and partners who serve company reporting needs to facilitate consistent and collaborative storytelling of CTA's work
  • Oversee the strategy and roadmap for tools and enablement. Partner with L&D to create capability building opportunities for CTA
  • Oversee Total Talent solutions for enterprise (contingent workforce, agency engagement, RPO)
  • Ensure the successful partnership with Supply Chain to provide Total Talent support to CTA clients
  • Oversee compliance and our relationship with legal to ensure our practices are compliant.
  • Oversee the Candidate Experience Team which is responsible for the scheduling and preemployment experience for all candidates.


CTA Leader Responsibilities:

  • Understand the intersection of prevailing business needs and labor/market conditions
  • Influences and shifts organizational direction as needed in order to respond to business needs in a scalable way
  • Engages with senior business leaders and finance to understand future talent needs and translate strategy into actions
  • Balance the efficiency of a centralized model with the unique needs of Cox businesses. Inspire the creation of business specific and scalable tactics that make us competitive to talent
  • Define and govern the KPIs that will measure the value of the team. Sponsor the creation of dashboards to story tell and measure performance
  • Partner to create practices that optimize tech tools and ensure effective talent identification


Qualifications
Minimum qualifications include:

  • BA/BS degree with 12+ years of relevant experience including talent acquisition with proven collaborative successes or equivalent combination of education and experience (MS + 10 years of experience or Ph.D. + 7 years of experience or 16 years of experience with no degree)
  • 7+ years of experience in a leadership role
  • Excellent communication and interpersonal skills, with the ability to build relationships and influence key stakeholders
  • Strong curiosity and research skills to keep abreast of developing trends in recruiting and workforce dynamics
  • Strong executive presence; ability to partner closely with Divisional leadership at multiple levels
  • Excellent leadership and partnering skills required (partnering and leading peers and colleagues with no formal authority, influence without authority)
  • Possesses the ability to draw insights using data and to make meaningful business recommendations
  • Strong consultative skills and ability to make persuasive recommendations based on business rationale
  • Strong strategic thinking and problem-solving skills, with the ability to translate strategy into action
  • Demonstrated ability to lead a team and drive innovation as well as operational excellence
  • Experience developing and managing recruitment budgets
  • Strong knowledge of relevant laws and regulations related to recruitment
  • Ability to adapt to changing assignments, multiple and conflicting priorities
