Job Description

We are seeking an experienced HR Operations Senior Specialist to manage and support HR operations across the employee lifecycle in Saudi Arabia. The role will have a strong focus on employee administration, Saudi government platforms and compliance, onboarding/offboarding, HR systems and reporting, and employee support, with additional responsibility for recruitment coordination.

The successful candidate will have strong hands-on experience with Qiwa, Muqeem, GOSI, Mudad/WPS, HRSD, Absher Business, Ajeer, and other relevant Saudi government platforms, together with a strong understanding of Saudi Labor Law and Saudization/Nitaqat requirements.

Key Responsibilities

  • Manage day-to-day HR operations across the employee lifecycle, including employee records, contracts, employment letters, probation, leave, transfers, promotions, employee movements, onboarding, and exits.
  • Maintain accurate employee data, personnel files, HR systems, and documentation, ensuring compliance with company policies, Saudi Labor Law, and applicable regulatory requirements.
  • Manage and maintain employee and company information across relevant Saudi government platforms, including Qiwa, Muqeem, GOSI, Mudad/WPS, HRSD, Absher Business, Ajeer, and other applicable portals.
  • Manage expatriate employee administration, including Iqama, work permits, visas, exit/re-entry requirements, renewals, transfers, and coordination with PRO/immigration teams and relevant authorities.
  • Support GOSI, Mudad/WPS, Saudization/Nitaqat, and other statutory HR requirements, ensuring HR, payroll, and government records are accurate and aligned.
  • Monitor changes to Saudi Labor Law, HRSD regulations, government requirements, and localization rules, ensuring HR processes and employee records remain compliant.
  • Act as a key point of contact for employees on HR matters, including policies, benefits, leave, contracts, documentation, payroll-related queries, and general HR processes.
  • Coordinate with Finance/Payroll, IT, Staffing, Talent Management, and Leadership to ensure effective delivery of employee lifecycle activities.
  • Coordinate end-to-end onboarding and offboarding, including documentation, HR system updates, government requirements, access coordination, clearance, final settlement, and employee records.
  • Support recruitment for consulting and internal support roles, including candidate coordination, interview scheduling, offer preparation, recruitment tracking, and onboarding transition, while partnering with hiring managers on recruitment requirements.
  • Maintain HR trackers and reporting covering headcount, recruitment, onboarding, employee movements, turnover, compliance, and outstanding actions.
  • Support HR audits, compliance reviews, policy and process initiatives, and continuous improvement of HR operations and employee experience.
  • Maintain strict confidentiality and data integrity when handling employee information and sensitive HR matters

Qualifications

  • Bachelor’s degree in Human Resources, Business Administration, Information Technology, or a related field.
  • Minimum 5 years of experience in HR, recruitment, and HR operations.
  • Experience in a consulting, professional services, or fast-paced corporate environment is preferred.
  • Knowledge of SAP or other HR information systems is an advantage.
  • Professional HR qualification, such as CIPD, is preferred.
  • Good understanding of recruitment processes, onboarding, employee documentation, and HR operations.
  • Strong coordination and follow-up skills with the ability to manage multiple priorities and deadlines.
  • Excellent communication and stakeholder management skills.
  • High attention to detail and ability to handle confidential employee information.
  • Proficiency in Microsoft Office, especially Excel and PowerPoint.
  • Experience using HR systems, applicant tracking systems, or employee management platforms is preferred.
  • Fluency in English is required.
