Role Summary
The Head of Engineering is a senior technical leader role. The role carries two mandates: keeping the partner delivery engine running at the standard the business demands, and building the platform and technical capability that makes that engine faster and more reliable over time.
The most significant near-term programme is the adoption and rollout of the Catalyst and CARE platforms across APAC — strategizing which partners migrate when, to which products, with what technical synergies, and at what pace. This requires someone who can hold both the regional commercial picture and the technical architecture simultaneously and who is prepared to get into the detail when the situation demands it.
The role reports directly to the Head of Digital Enablement APAC and leads four platform and architecture leads who own the horizontal engineering layer across all partner delivery squads.
Responsibilities
1. Technical Strategy for APAC Digital
- Own and maintain the multi-year technical roadmap — stack, architecture patterns, platform choices, and the sequencing of capability uplift
- Strategic technical calls: what gets standardised, what gets replaced, and what gets built
- Represent engineering strategy in senior forums, including the monthly steerco cycle and quarterly capacity rebalancing
2. Catalyst and CARE Platform Adoption
- Lead the technical strategy for adopting the Catalyst and CARE platforms across APAC — the flagship cross-cutting programme for this role
- Determine the migration sequencing: which partners, which products, in what order, on what timeline
- Identify and actively chase synergies — shared integrations, reusable configuration, and avoided duplication across the partner portfolio
- Own the relationship with the global Catalyst technical team; ensure APAC Digital's requirements are reflected in the platform roadmap
3. Cross-Cutting Engineering Programmes
- Own and run engineering programmes that span all squads and partners — infrastructure upgrades, platform modernisation, security and compliance uplift, AI-SDLC tooling adoption
- Prioritise and sequence these investments against delivery squad bandwidth; balance platform investment against live partner commitments
- Ensure these programmes have clear outcomes, owners, and timelines
4. Platform and Architecture Leadership
- Lead the four platform and architecture leads
- Set the agenda for the platform layer: what gets built, what gets standardised, and what gets retired
- Ensure architectural decisions are documented, reusable, and followed across delivery squads
5. Technical Standards and Engineering Quality
- Set and enforce APAC Digital's technical standards — security posture, API design, deployment practices, production readiness
- Own the technical governance layer: Build Permit compliance, CI/CD pipeline quality, and alignment to Chubb enterprise production requirements
- Ensure delivery squads have the guardrails and tooling they need to build well at pace
6. Engineering Capability Development
- Identify capability gaps and close them — through hiring, tooling, training, or structural change
- Drive adoption of AI-assisted delivery tooling (ARIA framework, digital-devkit) as a measurable capability uplift across the whole engineering organisation
- Develop the platform leads as technical leaders; build succession in the platform layer
Essential
- Proven track record setting technical strategy in a complex, multi-product digital platform environment — has made real architectural bets and lived with the consequences
- Strong background in modern cloud-native engineering — Azure, C#/.NET, TypeScript, and CI/CD pipelines at production scale
- Experience leading platform or architecture teams — comfortable managing leads who manage others, and equally comfortable getting into the detail when the situation demands it
- Demonstrated ability to drive platform modernisation in a brownfield environment: migrating live systems without breaking them
- Commercially literate — can translate technical trade-offs into business outcomes for a senior non-engineering audience
- Track record in financial services, insurance, or a regulated B2B digital environment
Preferred
- Direct experience with Catalyst, CARE, or comparable insurance distribution or digital platform products
- Familiarity with AI-assisted software development at team scale — has deployed LLM tooling into an engineering workflow, not just experimented with it
- Experience operating across Singapore and India engineering teams (or equivalent cross-geography setup)
