Job Description:

MAJOR ROLES & RESPONSIBILITIES

Strategic Compliance Leadership & Management

  • A robust, proactive, and efficient compliance system is established, minimizing risk and ensuring adherence to all donor/legal standards.
  • Design, implement, and lead the grant's overall internal control framework to prevent and detect fraud and mismanagement.
  • Lead and manage all high-level donor inquiries, external audits, and investigations, serving as the primary focal point.
  • Oversee the comprehensive risk management process, ensuring the risk register is current and mitigation plans are effective. 
  • Advise Senior Leadership (DCOP, COP) on all compliance matters, providing solutions-oriented recommendations. 
  • Manage and mentor the compliance team (implied), setting performance goals and fostering professional development.

Sub-Grantee Oversight & Partnership.

  • Sub-grantees have the capacity and systems to be compliant, and grant objectives are achieved through effective partnership.
  • Lead the strategic oversight of the entire sub-grantee management lifecycle, from due diligence to close-out.
  • Lead high-level negotiations on sub-award agreements, amendments, and budget realignments.
  • Design and direct the portfolio's sub-grantee capacity-building strategy, ensuring training is targeted and effective.
  • Ensure all sub-grantee financial and programmatic reporting is reviewed, consolidated, and validated.

Technical Support & Resource Development

  • WV offices in the region have enhanced capacity to manage Global Fund grants, and compliance tools are standardized and effective.
  • Author, develop, and standardize key compliance resources, including manuals, handbooks, and training modules for the portfolio.
  • Provide expert technical assistance (remote and in-person) to other WV offices in the region with Global Fund grants – if required.
  • Design and facilitate regional capacity-building workshops and trainings on Global Fund compliance

High-Level Reporting & Stakeholder Engagement

  • Donors and stakeholders are confident in WV PNG's management of the grant, and all reporting is timely and accurate.
  • Ensure all financial reports for the Global Fund are consolidated, accurate, and submitted on time.
  • Represent World Vision PNG in high-level meetings and negotiations with donors, government partners, and sub-grantees.
  • Ensure timely and accurate reporting of progress and compliance to all stakeholders

Major responsibilities – National Office Support

  • Coordinates the designing and implementing of overall risk management process for the organization, which includes leading the Enterprise Risk Management in WV PNG by mobilizing and ensuring that the Risk Management Committee is functional
  • Leads the monitoring, updating, and cascading of strategic (High Level) Risk Register and provides recommendations related to risk for Leadership decision-making
  • Coordinates changes to Risk Management Framework and Risk Registry
  • Acts as the point person of WVPNG for Regional and Partnership Risk Management engagements
  • Performs risk assessment – analysing current risks and identifying potential risks that are affecting the organization and risk evaluation
  • Recommends risk responses including reactive messaging or communication and monitor on management’s behalf
  • Monitor the progress of risk mitigation activities, updates and manages WVPNG’s Risk Appetite ensuring alignment with the Partnership
  • Coordinates with directors and department risk owners in making sure that department risk registers are in place and monitored

  • Ensures that the operations and business transactions of WV PNG follow all relevant legal and internal rules
  • Advises management on best practices for compliance, input on business decisions and contract negotiations to ensure organization’s compliance with laws and regulations through detailed report
  • Works closely with all the department to ensure that all actions of the organization and its contractors and other engagements operate within all regulatory guidance, statutory and legislative requirements
  • Conducts overall monitoring of compliance of WV PNG’s Standard of Procedure and Partnership and National Office policies
  • Provides support to the different teams during internal and external audit and ensures that audit recommendations are implemented and complied with
  • Support to GAM with due diligence screening for compliance partnership of private sectors or CSO that WVPNG intends to work
  • Carries out all other duties as may be reasonably assigned from time to time, within the level of the job

EDUCATIONAL QUALIFICATION/SKILLS, KNOWLEDGE & EXPERIENCE

  • Bachelor’s Degree in Accounting, Finance, Business Administration, or a related field.
  • Minimum 3-5 years’ experience in grant compliance, finance, or audit.
  • At least 3 years in a management or leadership position.
  • Demonstrated expert knowledge of Global Fund rules and regulations.
  • Proven experience in developing training materials, manuals, and policies.
  • Experience managing complex sub-grantee portfolios.
  • Familiar with risk management and industry standards
  • Strong interpersonal skills, along with the ability to communicate effectively with others at all levels of the organization
  • Knowledge of legal requirements and controls
  • Familiarity with industry practices and professional standards
  • Experience providing regional or multi-country technical support.
  • Strong leadership, negotiation, and stakeholder management skills.
  • Demonstrated ability to design and implement new systems and policies.
  • Knowledge in ISO 31000 Risk Management is an advantage
  • Based in Port Moresby with required travel to project sites and potentially to other countries in the region for technical support
  • Fluency in English (written and verbal) and Tok Pisin
  • Be available to work on weekends and on short notice.
