Are you a talented, ambitious Finance Officer looking to make your next move? We are looking to recruit a AAT level 3 or equivalent qualified finance professional to join the councils Business Finance Team. We are looking for an enthusiastic and motivated candidate with a ‘can do’ attitude who may already work within the public sector or work in the private sector and are looking for a change?
The successful candidate will have a broad and varied role. Providing customer focused financial support, advice and challenge to service areas across the authority to help inform the decision making of operational managers , Assistant Directors and Directors.
The candidate must have experience of delivering financial services, an understanding of financial systems and procedures, excellent communication and interpersonal skills to be able to fulfil this broad and varied role .

ROLE AND PURPOSE
Monitoring of Revenue & Capital budgets, maintaining all financial systems, to provide financial information, reports & statistics to managers, and senior finance staff. To prepare and collate financial information for budget preparation. To update and adjust the corporate financial ledger to enable the production of the Council’s annual accounts. To promote and ensure value for money, compliance with proper accounting practices and the adherence to grant conditions and financial regulations. To provide the frontline source of leadership, support & guidance to lower graded Finance Officers.

PRINCIPAL ACCOUNTABILITIES:

1. Maintain Workday systems, monitoring all required revenue & capital budgets & holding/suspense accounts, ensuring the integrity of all financial information with regard to accurate and timely posting of expenditure & income.
2. Supply a wide range of financial information on a regular and ad-hoc basis to managers, budget-holders and senior finance staff to enable the effective financial management and control of the Council’s finances in line with Corporate financial policies and Financial Regulations.
3. Co-ordinate with staff from service areas and within Corporate Finance to ensure that grant claims, financial & statistical returns & other external requests for information are produced to a high standard in a timely & effective manner.
4. To monitor & review all financial operations and make recommendations for improvements to systems and procedures where necessary to ensure the efficient and effective use of resources and the adequacy of internal control.
5. To liaise with managers, budget holders and other finance staff to produce and collate financial information for the production of the Council’s medium & long term budget, ensuring that the Council’s aims & objectives are reflected in budget proposals.
6. Provide front-line financial support, advice, analysis & training to service managers and staff to ensure that financial management information is available to aid the service management decision making process.
7. Provide leadership, support and training to lower graded Finance Officers and Clerical Support Assistants to aid their personal objectives and develop staff able to provide a high quality financial support service.
8. Assist in the production of the Council’s annual accounts by ensuring that all necessary expenditure and income is correctly accounted for in line with statutory accounting guidelines.
9. The Health and Safety at Work etc. Act 1974 and associated legislation places responsibilities for health and safety on Hull City Council, as your employer and you as an employee of the council. In addition to the Councils overall duties, the post holder has personal responsibility for their own health & safety and that of other employees; additional and more specific responsibilities are identified in the Council’s Corporate H&S policy.

Skills Required

  • AAT Level 3 or equivalent finance qualification
  • Experience delivering financial services and maintaining financial systems and procedures
  • Experience maintaining Workday systems and monitoring revenue and capital budgets
  • Ability to prepare and collate financial information for budget preparation and annual accounts in line with statutory accounting guidelines
  • Excellent communication and interpersonal skills; able to provide financial advice, analysis and training to managers
  • Ability to provide leadership, support and training to lower graded finance officers and clerical staff
  • Willingness/ability to continue studies toward CCAB qualification (supported by employer)
