Job Responsibilities
Main Job Scope: Payroll - 60%:
- Ensure the timely and accurate preparation, processing, and validation of monthly payroll.
- Administer payroll-related transactions, including overtime, allowances, CPF contributions, tax deductions, and statutory submissions.
- Process and submit statutory reimbursements, claims, and government-related payroll filings within stipulated timelines.
- Maintain payroll records and documentation in compliance with company policies and regulatory requirements.
- Reconcile payroll data and investigate discrepancies to ensure payroll accuracy and integrity.
- Serve as the primary point of contact for employee enquiries related to payroll, compensation, deductions, and statutory contributions.
- Collaborate with internal stakeholders to ensure smooth payroll operations and continuous process improvements.
Secondary Job Scope: HR Compliance and Benefit Administration - 40%
HR Compliance
- Coordinate statutory reporting, internal reviews, and external audits by providing accurate documentation and information to relevant authorities and stakeholders.
- Support the review and enhancement of HR policies and guidelines to ensure compliance with employment legislation, regulatory requirements, and best practices.
- Administer annual compliance exercises, including employee declarations, credit screenings, conflict-of-interest declarations, and other governance-related reviews.
- Monitor compliance-related activities and maintain appropriate records, ensuring adherence to internal policies and regulatory requirements.
- Support the implementation of HR governance initiatives and recommend process improvements to strengthen compliance controls.
Benefits Administration
- Administer and manage employee benefits programs, including medical, life insurance and long service awards.
- Ensure accurate and timely processing of benefit enrollments, amendments, renewals, and terminations.
- Act as the primary point of contact for employee enquiries relating to benefits, policies, coverage, and eligibility.
- Partner with benefit providers, brokers, and internal stakeholders to resolve issues and enhance service delivery.
- Support annual benefits renewals, employee communication campaigns, and benefits education initiatives.
- Maintain accurate benefits records and ensure compliance with benefit plan requirements and company policies.
Process Improvement & Projects
- Develop, review, and implement standard operating procedures (SOPs) to improve operational efficiency, controls, and employee experience.
- Support HR projects related to benefits transformation, process optimization, system implementations, digitalization, and automation initiatives.
- Participate in continuous improvement initiatives to enhance HR operational effectiveness and service quality.
Experience & Qualifications
- At least 3 years of experience in payroll, HR operations, benefits administration and HR compliance.
- Experience in end-to-end payroll processing, statutory submissions, and payroll reconciliations.
- Familiarity with Singapore employment legislation, CPF, IRAS, and other statutory requirements.
- Experience with HRIS and payroll systems; exposure to HR projects or process improvement initiatives is an advantage.
