Job Title: Utilities & Energy Engineer
Engineering, Commissioning, Reliability & Energy Performance
Role Purpose
We are seeking a highly motivated Utilities & Energy Engineer to support the operation, optimisation, commissioning, and continuous improvement of site utility systems. The role will focus on the reliable and efficient operation of critical utilities, including chilled water, steam and condensate, compressed air, HVAC, Critical utilities including Clean Steam and Pharmaceutical Water Systems, and associated distribution networks.
The successful candidate will drive troubleshooting activities, support capital projects from design through commissioning and handover, drive reliability improvements, and identify energy optimisation opportunities across site utility assets. Energy performance will be embedded within sound engineering, operational excellence, and lifecycle management.
Main Responsibilities
Utilities Engineering & Operations
• Provide engineering support for site utility systems, including chilled water, steam and condensate, compressed air, HVAC, water systems, and heat recovery systems to allow efficient energy optimization of these systems.
• Monitor system performance, capacity, and operating parameters to identify reliability, efficiency, and Energy improvements.
• Lead technical troubleshooting and root-cause investigations for utility equipment failures and Energy performance issues.
• Work with operations and maintenance teams to resolve recurring equipment energy performance issues.
• Develop engineering solutions that improve utility system resilience, controllability, and energy performance.
• Review operating strategies and setpoints to reduce energy use, emissions and operating costs without compromising system reliability.
Commissioning & Project Delivery
• Lead and support energy projects from concept development and design review through installation, commissioning, start-up, and handover.
• Develop engineering scopes, technical specifications and equipment requirements
• Review contractor designs, calculations, drawings, method statements, and vendor documentation.
• Support Factory Acceptance Testing (FAT), Site Acceptance Testing (SAT) and system commissioning activities.
• Execute commissioning plans, test scripts, punch lists, and handover documentation.
• Support qualification activities and change control processes where required.
Reliability & Continuous Improvement
• Identify Energy & Reliability improvement opportunities for all Utilities and HVAC systems
• Support asset lifecycle planning, obsolescence reviews, and replacement strategies.
• Use performance data, failure history, and condition monitoring to improve asset availability.
• Lead or support continuous improvement initiatives focused on energy efficiency and operational excellence.
• Develop and maintain utility engineering standards, operating procedures and technical guidance.
Energy Performance & Digital Systems
• Monitor utility consumption, equipment efficiency, and system performance trends.
• Identify and develop energy-saving opportunities through engineering analysis and operational optimisation.
• Support implementation and commissioning of utility metering, monitoring and control systems.
• Use BMS, SCADA, EMS, Power BI, and other digital tools to analyse performance and support decision-making.
• Develop clear dashboards and reports for utility performance, reliability and project benefits.
Safety, Quality & General Responsibilities
• Ensure engineering activities comply with site safety, quality, and engineering standards.
• Participate in design reviews, risk assessments, management of change, and project governance meetings.
• Coordinate effectively with site teams, contractors, vendors, and alliance partners.
• Undertake other relevant activities as directed by the Veolia Contract Manager.
Required Qualifications & Experience
• Degree, diploma or equivalent qualification in Mechanical, Electrical, Process, Energy or Chemical Engineering, or related discipline.
• Typically, 3 to 5+ years of experience in industrial utilities, facilities engineering, energy engineering, or process engineering.
• Strong working knowledge of industrial utility systems and associated equipment.
• Experience delivering CAPEX and OPEX engineering projects.
• Experience commissioning industrial equipment and utility systems.
• Demonstrated troubleshooting, root-cause analysis, and technical problem-solving capability.
• Ability to interpret drawings, specifications, control narratives, performance data, and vendor documentation.
Desirable Experience
• Experience within a pharmaceutical, biotechnology or other regulated manufacturing environment.
• Knowledge of chillers, cooling towers, boilers, heat exchangers, compressors, pumps, HVAC and heat recovery systems.
• Experience with CMMS, BMS, SCADA, EMS, data historians, or digital reporting platforms.
• Experience supporting utility qualification, commissioning documentation or change control.
• Energy management experience is advantageous, with the emphasis on practical engineering optimisation.
