Job Description

Downstream Technical Manager 

 

PURPOSE OF POSITION:  

The Downstream Technical Manager will manage packaging area for the delivery of the site objectives in Safety, Quality, Delivery, and Cost to successfully delivery the day, the week, the quarter, and the year. The manager will work closely with: 

  • The Operations team to ensure the required level of support to execute the operation plan by the week to deliver each quarter.  

  • The manager will work with the Process Engineering & Validation Manager to deliver continuous improvement in the packaging department to achieve targeted improvements.  

  • The Utilities, Facilities, and Security Manager to ensure a suitable work area is maintained and supported. 

  • The manager will work with the capital projects manager for the site strategy for packaging department, using asset management philosophy and identified product growth areas to identify targeted investment packages.  

  • ESH, Quality, Planning, Lean, Finance, HR, and the other engineering departments to work collectively on site priorities. 

 

The role is predicted to be 80% focused on the run (immediate quarter priorities) and 20% focussed on change (4 to 24 months range priorities). 

 

MAIN DUTIES AND RESPONSIBILITIES: 

 

Compliance 

 

  • EHS: Ensure all staff and contractors work to site ESH policies. Ensure all training is completed on time 

  • EHS & Quality: Drive a team that knows all work needs to be planned, safety risks considered and accounted for, and that work is executed to meet EHS Framework and GMP requirements. Ensure all work executed has required evidence and documentation to meet compliance requirements 

  • EHS & Quality: Ensure compliance responses (eg Concern Reports, ATS, Quality Events, Quality Investigations, CAPAs, Change Controls) are updated regularly and closed on time and Right First Time (RFT)  

  • Ensure all required maintenance PMs and calibration PM are scheduled and executed on time. 

 

Breakthrough Strategy – Hosin Kanri 

 

  • Develop and implement annual and strategic Improvement in maintenance across the Downstream function covering asset reliability, risk management, problem solving. 

  • Identify opportunities across following disciplines: 

  • Safety / Environmental 

  • Delivery / Capacity 

  • Cost / Efficiency 

  • Support management of budget for downstream and across overall engineering budget. 

  • Identify resources that can support projects. 

 

Improvement – Kaizen 

 

  • Develop relationship with operational leaders to agree improvement programs to reduce unplanned and planned downtime activities.  

  • Work improvement strategies to identify opportunities to improve OEE in areas of responsibility. 

  • Development and management of a strategic framework to enable a “reliability” centered asset care strategy for the site, with the following core pillars: equipment criticality and spares assessment, predictive maintenance techniques, fit for purpose PM program, technician driven RCA program and FMEA techniques.  

  • Ensure lean activities are reviewed and supported before commitment. 

  • Implement global standards of maintenance management across the department. 

  • Support project planning across the project streams. 

  • Work with team to find opportunities to achieve more for the annual budget, eg Purchased service contracts, spare parts, etc 

 

External Focus 

 

  • Develop relationships with key personnel in the PDx supply chain. 

  • Develop network of engineering companies in the region to know key players who can support our business 

  • Develop network of key personnel in other pharmaceutical companies in the region. 

 

Talent Development 

 

  • Work with existing engineering manager and other functional leads in the development of site talent. 

  • Identify talent across the site who can support engineering and gain experience from being on an engineering team. 

 

 

PRINCIPAL QUALIFICATIONS/SKILLS AND WORK EXPERIENCE REQUIRED: 

 

  • Professional degree level qualification required 

  • Experience in driving a safety culture 

  • Experience of leading teams or projects in a fast paced and complex environment.  

  • Dynamic decision maker, clear thinker, effective planner, and communicator 

  • Experience of managing a maintenance team. project management, Lean Thinking, Six sigma, Root causing techniques, budgeting, and operating in a regulated environment. 

  • Experience in developing a strong working relationship with other departments. 

 

 

 

The role is a site based role with on-site presence of 90% required
