The Director, Talent Management partners with the CHRO and HR leadership to develop Brookhaven National Laboratory's Human Capital Strategy and lead the execution of lab wide talent and organizational effectiveness priorities.

Reporting directly to the Chief Human Resources Officer, the Director provides strategic leadership for enterprise workforce planning, talent acquisition, leadership and organizational development, training, performance management, succession planning, learning, workforce analytics, and related human capital initiatives that enable the Laboratory to attract, develop, engage, and retain a world-class workforce.

The Director partners with senior leadership and the HR Directorate to drive cross-functional collaboration, operational excellence, organizational effectiveness, and workforce transformation. The position provides strategic leadership for enterprise-wide initiatives that strengthen Brookhaven National Laboratory's ability to attract, develop, engage, and retain a world-class workforce to meet the Laboratory's growing scientific mission.

Responsibilities

Human Capital Strategy

  • Partner with CHRO, HR leadership, and Laboratory leadership to develop and execute the Laboratory's enterprise Human Capital Strategy aligned with Brookhaven's mission, strategic objectives, and future workforce requirements.
  • Lead enterprise initiatives that strengthen organizational effectiveness, workforce capability, leadership readiness, and employee experience.
  • Identify emerging workforce trends, labor market risks, and organizational capability needs to ensure long-term workforce readiness.
  • Translate Human Capital Strategy into measurable talent priorities, programs, and outcomes, ensuring effective execution across the Laboratory.

Talent and Organizational Effectiveness

  • Serves as a trusted advisor to senior leaders on workforce strategy, leadership effectiveness, organizational design, succession planning, and change management.
  • Leads organizational development initiatives that improve effectiveness, strengthen leadership capability, and support organizational change and workplace culture.
  • Champions continuous improvement across Human Resources processes, services, and technology.
  •  Foster collaborative partnerships with DOE, peer national laboratories, universities, professional organizations, and external stakeholders to advance Brookhaven's workforce objectives.

Operational Excellence & Analytics

  • Establish enterprise metrics and dashboards that measure workforce capability, leadership pipeline strength, employee engagement, organizational health, recruitment effectiveness, and operational performance.
  • Develops action plans to enhance workplace culture and operational excellence
  • Partners with HR Business Partners and Laboratory leadership to improve organizational effectiveness, workforce agility, leadership capability, and employee experience.
  • Leverages workforce analytics and predictive data to inform strategic decision-making.
  • Demonstrated commitment to working safely, acting ethically, and taking personal accountability for operational excellence.

Leads the Talent Management Team

  • Builds, develops and leads a multi-functional team comprised of HR and Training professionals

Minimum Qualifications

  • Bachelor's degree in Human Resources, Business Administration, Organizational Development, Psychology, or a related field.
  • Minimum twelve (12) years of progressively responsible Human Resources leadership experience.
  • Demonstrated experience developing enterprise talent strategies encompassing areas such as workforce planning, talent acquisition, leadership development, succession planning, organizational effectiveness and performance management.
  • Demonstrated experience leading and developing professional HR teams and managing multiple talent-related functions
  • Demonstrated experience advising executive leadership on organizational strategy, workforce planning, and change management.
  • Demonstrated experience leading complex, organization-wide strategic initiatives and translating them into results.
  • Demonstrated ability to use workforce data and analytics to inform strategy and decision-making

Preferred Qualifications

  • Master's degree preferred
  • SPHR, SHRM-SCP, or equivalent executive HR certification.
  • Experience in a DOE laboratory, research institution, federal agency, or other complex mission-driven organization.
  • Experience leading organizational redesign or enterprise transformation.

Brookhaven National Laboratory is committed to providing fair, equitable and competitive compensation. The full salary range for this position is $184400- $306100 / year. Salary offers will be commensurate with the final candidate’s qualification, education and experience and considered with the internal peer group.
