Strategic Direction

  • To define the vision, values and development plans ensuring alignment to the Organisations overall mandate and goals.
  • Keeping abreast of updates and new government policies in the Department of Health ensuring alignment and adaptation for Higher Health interventions
  • Providing training to direct reports on these new policy changes at the Department of Health
  • Apply business acumen to identify new market opportunities to support organisational goals.
  • To lead the design, development, maintenance, and implementation of the Clinical Unit business strategic and operational initiatives that enable business optimisation with a key focus on mobile clinics and oversight of fleet management
  • Maintain epidemic preparedness and provide strategic oversight for mental health and disability support services
  • Identify new business opportunities as potential growth areas for the Organisation as a whole.
  • Build and maintain the image and reputation of Higher Health in the eyes of the medical community and public at large.
  • To work with other executive team in fostering a culture that promotes high performance, ethical leadership, accountability, and good governance in the organisation
  • To serve as a participating member of the MANCOM structures and EXCO of the senior management in the organisation
  • Maintain active registration with all relevant medical regulatory bodies and secure a valid dispensing licence to ensure full legal and clinical compliance

Operational Management
  • Develop, design and lead the overall departmental policy, systems, business processes and procedures
  • Provide clinical excellence by identifying needs and establishing opportunities
  • Assure effective health care across sites
  • Ensuring consistent delivery of a quality service across the sites.
  • Build a strong team of Medical Officers, M&E Officers and Professional Nurses who are Specialists in their field and who will be committed to meeting the Vision, Mission and goals of Higher Health.
  • Provide infrastructure for doctor participation in matters concerning the provision of services
  • Experience in having established and leading Mobile clinics with an oversight of fleet management.
  • Manage relief schedule to ensure continuous patient coverage while providing nursing staff with recuperative internals
  • Be able to Identify new business opportunities using an entrepreneurial approach and a cost-effective pricing model to attract clients
  • Establish and implement standard operating procedures and protocols
  • Have oversight on medical disability assessments
  • Co-ordinate emergency medical response and dispatch
  • Maintain optimal stock levels for critical supplies.

Telemedicine
  • Develop, design and lead standardised telehealth clinical pathways
  • Tracking patient outcomes and telehealth specific safety metrics to ensure that virtual care matches the quality of in person visits
  • Oversee initiatives to reduce virtual waiting times and enhance patient engagement
  • Managing virtual rosters, remote triage systems and scaling on call tele specialist coverage where it is needed
  • Ensure all telehealth operations comply with the Health Professions Council of South Africa (HPCSA) Telemedicine Guidelines
  • Ensure protocols are in place for securing digital informed consent and maintaining data confidentiality.
Stakeholder Management and Relationships
  • Engage stakeholders on matters of interest and influence
  • Lead proactive stakeholder engagement with the Department of Health to facilitate operational strategy
  • Ensure clinical oversight of medical officers to ensure service excellence
  • Engage internal and external audiences through effective written and verbal communication
  • Build new partnerships and business relationships to expand the market reach and obtain industry certifications that differentiate the organisation from competitors
  • Encourage and value feedback
  • Establish efficiency channels and databases to resolve stakeholder queries and complaints
  • Collaborate with other internal departments to satisfy other priority stakeholders
People Management and Leadership
  • Represent the organisation professionally
  • Build strong relationships with Doctors and other partners
  • Lead the acquisition, selection and orientation of employees in line with the organisations EE targets
  • Training and workshopping direct reports on news strategic developments in the departments
  • Leading, coach and mentor departmental teams to achieve the goals and objectives
  • Ensure timely completion, quality, and alignment of performance contracts for all staff in the Clinical Unit.
  • Provide effective performance management through regular monitoring, mid-year reviews, and annual performance evaluations.
Budget Optimisation
  • Forecast for departmental core budget administration activities and projects
  • Expenditure in line with core Clinical Unit activities, projects and special programmes.
  • Optimise the utilisation of assets to achieve competitive returns and to meet acceptable working capital ratios.
  • Risk, Compliance, Monitoring and Evaluation
  • Responsible for Clinical Governance
  • Identify key controls and establish risk mitigation processes that support sound governance.
  • Assess and improve the key strategic and operating audit, risk and compliance environment of the department
  • Monitor and lead the implementation of the departmental audit plan with a focus on patient audits
  • Ability to manage both internal and external auditors
  • Ability of having implemented risk registers
  • Monitor risk and compliance in accordance with King IV standards, ensuring the Board and Sub Committees are fully informed for strategic decision making

Information and Knowledge Management
  • Collaborate with the Technology Department to build systems that enable the management of data (medical services, patient servicing cost, utilisation of medical assets) obtained from different sources
Reporting and Accountability
  • Develop, update and report on amongst others the departmental strategic annual plans, and KPIs, operational plans, strategic stakeholders’ issues, query management and interventions, internal and external audits and risk

Ad hoc Support to the CEO
  • Deputise for the CEO as required
  • Ensure seamless executive continuity and oversees interim functions
  • Lead strategic initiatives as assigned by the CEO
  • Represent the organisation in internal and external stakeholder engagements when the CEO is unavailable

Requirements
QUALIFICATION(S):
Bachelor of Medicine and Bachelor of Surgery (MBCHB)
Registration with the Health Professions Council of South Africa (HPCSA)
Master of Business Administration (MBA)
Advanced Life Support Certifications
Valid Dispensing licence

Master of Medicine (M.MED)
Masters in Public Health

EXPERIENCE:
8 to 10 years’ experience in Health Management
10 years’ experience in strategic and/or executive management in a private or public institution
Experience in having led teams within an NGO or similar environment or clinical unit focussing on prevention or care support treatment
Experience in corporate business with a thorough understanding of financial and business management principles
Experience in having worked in a telemedicine environment
Understanding of legislative and business climate pertaining to healthcare
Experience in liaising with various stakeholders
Experience in managing a unit and/or department
Experience in developing a public sector strategy and business plan
Experience in private or public institutions or NGO’s or funding organisation or banking
Experience in the social and health sector projects
Demonstrated proficiency in Microsoft Package (Ms Word, PowerPoint and Excel)
