Job Description

The New York City Law Department seeks a highly skilled and experienced Director of Administration and Computer Training to provide strategic leadership in administrative operations, professional development, staff coaching, and agency-wide training initiatives, while also performing technical and managerial responsibilities consistent with the Computer Systems Manager title.
Training, Coaching & Professional Development
- Supervise the Training Unit and lead agency-wide training strategy, including development of standardized training plans and role-based automatic enrollment.
- Create training materials such as manuals, FAQs, and instructional guides; conduct presentations as needed.
- Evaluate software for agency use and coordinate with Personnel on training deployment.
- Provide coaching to staff and serve as liaison to the Agency Coaching Collaborative Committee.
- Manage Just-In-Time learning resources, including LinkedIn Learning; curate learning paths.
- Coordinate outside training initiatives and vendor relationships, including contractor outreach and rate tiering.
- Participate in executive-level discussions related to improving agency applications, including testing and analysis.
Information Technology & Systems Support
- Perform systems analysis across agency applications, operating systems, and software; support data-processing operations.
- Provide expertise in database management, software configuration, and adherence to agency IT standards.
- Coordinate or lead data-processing task forces and multi-unit IT projects.
- Assist in planning, organizing, and implementing revised or new application systems.
- Provide technical assistance including software troubleshooting, computer setup, and document-format resolution.
- Support users of Matter Management, Document Management, eForms, CityTime, and other agency systems.
- Contribute to application deployment strategies and provide floor support during rollouts.
- Recommend hardware, software, and system improvements consistent with the CSM title.
Administrative Operations & Personnel Management
- Coordinate hiring and onboarding, including job posting preparation, resume review, interviews, candidate communication, and participation in Personnel hiring pools.
- Conduct new-employee orientation and serve as division liaison to Personnel, Timekeeping, Facilities, and IT.
- Facilitate Tasks & Standards, Interim Evaluations, and Annual Evaluations, including training supervisors on documentation and evaluation procedures.
- Manage division records, ensure accuracy of reporting relationships, and oversee division database maintenance.
- Oversee Timekeeping operations: assist staff, resolve payroll issues, implement schedule changes, and approve/finalize timesheets in managers’ absence.
- Prepare absence/lateness documentation and conduct related meetings.
- Ensure compliance with administrative policies, staffing reviews, salary-parity assessments, and Citywide required trainings.

Qualifications

1. A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or
2. A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
3. A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
4. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in "1" above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in "1" above.
In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, executive, or supervisory capacity as described in "1" above.

Skills Required
