Job Description

Your Role
The Development Manager serves as the primary construction manager for a project and plays a key role in delivering finished residential lots, commercial sites, and critical infrastructure. Working closely with the Director of Land Development, you will lead both internal teams and external site contractors to ensure successful project completion. This role is essential in shaping project budgets and schedules, and ensuring they are met. You will oversee multiple projects from start to finish, guiding them through design, permitting, bidding, and construction phases, and ultimately securing final agency approvals and plat recordings.
Key Responsibilities

  • Create and manage budgets for land development and infrastructure projects using data from engineers, contractors, and past experience. Develop detailed project timelines (using MS Project) and track progress to ensure on-time completion.

  • Oversee all contracts with consultants and contractors, ensuring cost control, schedule adherence, and compliance with project specifications. Handle requests for information (RFIs), change orders, and pay applications.

  • Coordinate the installation and activation of essential utilities like water, sewer, storm drains, and dry utilities for residential and commercial developments.

  • Prepare detailed bidding documents, review and analyze contractor bids, and make recommendations to award contracts based on cost-effectiveness and project requirements.

  • Serve as the primary contact for development related project stakeholders, including builders, contractors, consultants, agencies, and community residents. Keep all parties informed of project status and address concerns proactively.

  • Regularly inspect construction sites to ensure safety standards, permit compliance, and quality of work. Ensure projects adhere to environmental regulations and the National Pollutant Discharge Elimination System (NPDES) permit conditions.

  • Manage the recording of final plats and deliver fully developed sites, roads, and infrastructure (including transportation mitigation projects, storm drainage systems, and water/sewer services) to achieve agency approvals.

  • Act as the “Responsible Person” for project safety, reporting incidents in the Cority system and working closely with the Health, Safety, and Security team. Coordinate with security consultants to ensure effective site coverage.

  • Track and monitor contractor and consultant performance, implementing corrective actions as needed to maintain project timelines and quality standards.

  • Provide quarterly updates on development costs, report on any significant variances or delays as soon as they’re identified, and contribute to monthly or quarterly reports for executive teams and investors.

Must Haves

  • A bachelor’s degree in engineering, construction management, project management, or a related field is preferred, though equivalent experience is also valued.

  • 5+ years of hands-on experience in land development or civil infrastructure construction.

  • Exceptional interpersonal, written, and verbal communication skills, with the ability to collaborate effectively with diverse teams and stakeholders.

  • A sharp eye for detail and strong organizational skills, ensuring precision in every aspect of project management.

  • Sound judgment and a high standard of ethics, demonstrating reliability and professionalism in all decision-making.

  • The ability to thrive both independently and as part of a dynamic team, managing multiple priorities in a fast-paced environment.

  • Proficiency in Microsoft Word, Excel, Outlook, and Microsoft Project to efficiently manage projects and communicate updates.

  • A valid WA Driver’s License.
